Description
Description: This procurement is 100% set aside for small business. The NAIC is 561710-Exterminating and Pest Control. This requirement is being offered for competition, limited to eligible Small Business concerns. The intention of this solicitation is to obtain pest control services, as a Regional Contract for the Naval District Washington, by means of a combination firm-fixed-price and indefinite quantity contract for a base year and four option years. For purposes of this contract the current government installations are, but not limited to: Anacostia Naval Station, Washington Navy Yard, United States Naval Observatory, National Naval Medical Command, Arlington Service Center, Nebraska Avenue Complex, Marine Barracks 8th & I St SE Wash DC, Naval Air Facility Andrews Air Force Base, National Maritime Intelligence Center, Naval Surface Weapons Center Carderock, National Naval Medical Center, Bethesda, Md. The cost range is between $500,000 and $1,000.000 for the base performance period and all four options. The Contractor shall furnish all labor, supervision, tools, materials, equipment, and transportation necessary to provide pest control services using integrated pest management techniques in accordance with the contract requirements. Work includes the performance of nuisance, structural, stored products, cockroach, ants, fleas, silverfish, mosquito and biting fly, filth fly, mice, rats, bats, dogs, cats, ground hogs, bees, wasps, pigeons, starlings, sparrows, sea gulls, turf and ornamental plant diseases, weeds, and other miscellaneous pest control services. Licensing and Certification: The Contractor shall be licensed by the State of Maryland, the State of Virginia or Washington D.C. There must be reciprocal agreement between these jurisdictions or the requirement shall be to have separate license for each jurisdiction, to provide pest control in the categories specified. Proof of certification and licensing must be provided prior to contract award. All work shall be performed by certified, responsible individuals, and in accordance with federal, state, local, and installation laws and regulations. All employees that will perform pest control work must be Trained, Certified, Licensed and Registered to perform pest control services by the State of Maryland, the State of Virginia or Washington D.C. It is anticipated that the solicitation document: N62477-03-R-0014 will be available on or about 13 MARCH 2003. Interested parties may obtain a copy of the solicitation via: http://www.esol.navfac.navy.mil/ . The website is free and provides instructions for downloading the solicitation file. Potential offerors will be responsible for downloading a copy of the solicitation, and also for monitoring the site for the release of Amendments to the solicitation. The solicitation will provide the best value to the government, and not necessarily the lowest price. The solicitation will provide the specific requirements for submission of offerors. Offerors will be evaluated on relevant experience, technical capability, support for Small Business program, past performance and price. A preproposal conference will be held on or about 25 March 2003. The exact date, time and location of the pre-proposal conference will be provided in the solicitation when it is posted. The closing date and time for receipt of proposals will be on or about 17 APRIL 2003. Interested parties are encouraged to sign up for the pre-proposal conference using the ESOL website listed above. The successful offeror must be registered in the Department of Defense Central Contractor Registration (CCR) database.
