Description
The Bureau of Indian Affairs (BIA)-Office of Indian Education = Programs, Center for School Improvement (OIEP-CSI) is requesting = proposals to organize and facilitate the Bureau of Indian Affairs (BIA) = institute on legal issues of educating children with disabilities law = conference. The offeror shall have experience, knowledge and = educational background in special education and P.L. 105-17 requirements = and regulations; is familiar with IDEA mandates, including procedural = safeguards, Free Appropriate Education (FAPE), Least Restrictive = Environment (LRE), the Individualized Education Program (IEP), = appropriate evaluations, and parent and student participation. The = Offeror shall be responsible for the following: The contractor will = facilitate the training and coordination of the institute's materials = including binder for each participant; develop, print and disseminate = brochures announcing the conference and provide the pre-registration for = the conference; provide online pre-registration for attendees to the = institute; identify the site and coordinate meeting rooms including any = audio/visual needs; provide for continuing education credit or college = credit for participants from and accredited university; find and fund = the speakers, coordinate topics, and facilitate all aspects of the = institute; coordinate the attendance of the BIA Due Process Hearing = Officers, Mediators and Complaint Investigators including their fees, = travel and peer diem; provide for the cost of contract monitors = (approximately 40) to attend the Law Institute to meet and review the = continuous improvement monitoring process and make necessary adjustments = in preparation for the next cycle of schools scheduled for the on-site = reviews. The North American Industry Classification System Code (NAIC) = is 611430, size standard $6M. This requirement is unrestrictive. The = solicitation will be issued on March 20, 2003 to those sources = requesting it, with offers due to this office on April 20, 2003, 3:00 pm = local time.
