Description
NA U.S. Army Corps of Engineers, Engineering and Support Center, Huntsville, is seeking potential contractors or sources for an impending procurement related to the instruction of a course titled: Dredging Fundamentals. Scheduled 16-20 and 23-27 June 2003 in New Orleans, LA, thirty-six (36) hours of instruction per session, with forty-one (41) students per session, this course provides the student with fundamental theories and practices involved with dredging and the dred ging process. The course, through lectures, group discussions, examinations, and a field trip, teaches the student fundamental dredging theory and accepted dredging practices in addition to basic information on how Corps dredging projects are engineered, managed, and maintained. An overview of dredge estimating, hydrographic surveying, dredging safety, and dredging contract administration is also provided. A field trip to operating dredge equipment is included to help the student understand the material taught in the classroom. This course is a prerequisite to the Dredge Contract Administration Course. This is not a formal solicitation. Contractors who can provide the U.S. Army Engineering and Support Center with the services and training outlined below are invited to submit in writing an affirmative response that includes, at a minimum, the proposed cr edentials and qualifications, Schedules of Instruction, Instructor Lesson Plans, Student Course Material plus any applicable pricing data and any additional information indicating a bona fide ability to meet this specific requirement. Previous source or incumbent for the course was Hartman Consulting Corporation, 1050 NE Hostmark St, Suite 202, Poulsbo, WA. The course of instruction is planned for one base year, plus an additional four years, which the Government may exercise as option periods. Interested sources must be able to provide all services and personnel. The base year requires the Schedule of Instruction, Instructor Lesson Plans, student training Course Manual, and visual aids to be revised. Reproduction of course material, after appr oval, is a contractor requirement. Course objectives include: Planning Process for Navigation Projects; Fundamentals of Hydrographic Surveying; Mechanical Dredge Equipment and Operations; Pipeline Dredge Equipment and Operations; Hopper Dredge Equipment and Operations; Dredge Hydraulics; D esign of Navigation Projects; Engineering and Economic Considerations of Maintenance Dredging; Environmental Considerations of Dredging; Prepare and Administer Dredge Contracts; Fundamentals of Dredge Estimating; Dredging Safety. The contractor shall provide a minimum of two (2) instructors and a maximum of four (4). Instructors must be qualified by education, experience, subject matter, professional practice, and Corps of Engineers organization and mission. As a team, they must be qualified to cover all technical areas. The lead instructor shall demonstrate specific expertise and experience for each subject area and have a Masters Degree in civil engineering, coastal engineering, river hydraulics, or other dredging related program, with an undergraduate degree in engineer ing or related technical sciences. Registration as a professional engineer (USA), and a minimum of twenty (20) years experience in the dredging industry is required. The lead instructor must demonstrate a current and continuing technical role in the dred ging industry. Instructional Experience includes having taught a minimum of five (5) courses of two to five days duration. At least three of the courses shall have been taught in the last five years. A thorough working knowledge of the U.S. Army Corps o f Engineers organization, navigation and dredge mission, and accomplishment of work is required. Each assistant instructor shall be knowledgeable in at least three subject matter areas and demonstrate specific expertise and experience for those subject areas. A Bachelor of Science degr ee in engineering (civil, coastal, river hydraulics, environmental), or related technical sciences is required. A minimum of five (5) years experience in the dredging industry, and demonstration of a current and continuing technical role in the dredging a nd sediment management industry is required for assistant instructors. Instructional experience for assistant instructor includes having taught a minimum of two (2) courses per year for two of the past three years teaching dredging fundamentals related sh ort courses of instruction. The contractor shall be able to perform administrative and classroom management requirements as follow: (1) administer pre-test at the beginning of the course and post-test at the conclusion of the instruction; (2) verify classroom setup; (3) obtain conta ctor and government shipped materials from facility storage and distribute in classroom; (4) obtain AV equipment from storage, set-up, and complete an operational check; (5) administer student registration; (5) administer classroom management; (6) administ er end of course evaluation and completion certificate; (7) perform post-course requirement of packing and shipping course materials. Additional requirements include: (1) conduct a telephonic post award meeting with the government to discuss in detail the expected services/supplies to be delivered and the due dates; (2) conduct a one-day dry run at the contractor's facility. For this sources sought announcement it is not necessary to submit any additional company information, resumes, sales materials or brochures.
