Description
This announcement constitutes a sources sought synopsis for a portion of the ICBM Propulsion Replacement Program. The following information is provided to do a market survey of industry to see if there are any potential contractors in addition to MOOG SYSTEMS GROUP, EAST AURORA, NEW YORK who have the skills and knowledge required to complete this effort. PR: FD2020-03-20177 Line item: 0001 1 Kit, consisting of the following parts: 33.114A-24973; 1-25216-230-010; -26073-002; -24971; -41485; -24985-003; -24986; -20579, components parts that are required for the Plug-in Valve P89A and Line item: 0002, 1 Kit, consisting of the following parts: 50-248F-29089; -29451; -29061-001B003; -29075; -41879-001; -42923-008; -42921-045; -42922-045, components parts that are required for the Servo-injector valve. Electronic procedure will be used for this solicitation. Authority: 10 U.S.C. 2304(C)(1), Justification: Supplies required are available from only one or a limited number of responsible source(s) and no other type of supplies will satisfy agency requirements. The ICBM System Program Office (SPO) is planning to refurbish the servo-valves to ensure adequate serviceable numbers are available to perform Flight Control Units refurbishment during the Propulsion Replacement Program on the Minuteman III and ensure their service life is extended. The servo-valves are used to control the hydraulic fluid flow to flight control servo-components in response to guidance set commands in the LGM-30 Missile System. P89A1 (Stage I) and P90A1 (Stage 2). These parts must be acquired from a manufacturing sources(s) specified on a source control or selected item drawing as defined by the current version of DoD-STD-100. Suitable technical data, government data rights, or manufacturing knowledge are not available to permit acquisition from other sources nor qualification testing of another part, nor use of a second source part in the intended application. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days, (if award is not issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Specifications, plans, or drawings relating to the procurement described are incomplete or not available and cannot be furnished by the Government. Although, by DoD-STD-100 definition, altered and selected items shall have an adequate technical data package, data review discloses that required data or data rights are not in the Government possession and cannot be economically obtained. Award will be made only if the offeror, the product/service, or the manufacturer meets qualification requirements at the time of award in accordance with FAR clause 52.209-1. The office where additional information can be obtained concerning qualification requirements is cited in each individual solicitation. Electronic procedures will be used for this solicitation.
