- Cannon AFB Industry Forum FBO Announcement, Cannon Air Force Base in Clovis, New Mexico is seeking a private developer for a real estate housing privatization project involving 1,246 units on base. This project involves a real estate transaction to privatize all military family housing at Cannon AFB, Clovis, New Mexico. The Government will convey 1,246 housing units, ancillary facilities, a housing maintenance facility and will lease the underlying land for 50 years to a developer. The successful offeror (SO) will own and operate the rental housing development for 50 years as well as finance, plan, design and construct improvements in the development. If required to support the deal, the Government may provide financing assistance in the form of a direct Government loan and a limited guarantee of a permanent loan from an approved commercial lender. The SO will contribute cash equity, will obtain private sector debt, and will be responsible for managing and operating the Cannon project. Cannon AFB will host an Industry Forum at Cannon AFB on 16 April 2003 at 7:30 AM. In addition, a non-Air Force sponsored Icebreaker social will take place the evening prior on 15 April 2002 at 6:30 PM in Clovis sponsored by the Chamber of Commerce. The Industry Forum day will include an overview of the financial and technical elements of the military housing privatization project with presentations given by the Air Force and PSC Military Housing (The Privatization Support Contractor). In addition, guided tours will be conducted of the communities where the military housing units will be developed.
