- The Department of Veterans Affairs Employee Education System requires the class entitled Treating Veterans With C.A.R.E. (Connect-Appreciate-Respond-Empower) for the period July 21-July 25, 2003. Please read the notice below concerning the sourcing for these services. The solicitation will be posted to http://www.bos.oamm.va.gov and to http://www.eps.gov under number 200-28-03 when available. Please download the solicitation from one of those sites. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source (Bayer Institute, 488 Wheeler Farms Road, Milford, Connecticut, 06460, 800-800-5907) under the authority of FAR 6.302 and FAR 13.106(b)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the closing date of the solicitation will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
