Description
The 45th Contracting Squadron intends to negotiate a contract to purchase 36 continuously calibrated sulfur hexafluoride (SF6) detectors and to procure services to the support detection of sulfur hexafluoride (SF6) and other atmospheric gasses during field tests at Dugway Proving Grounds, Utah. A previous notice of sources sought was posted on 31 October 2001 under reference number 4500001. Equipment purchase and required services will be awarded in the aggregate. Detectors must be capable of continuous real-time detection and quantification of SF6 concentration in ambient air with a Linear response range of 5 to 50,000 parts per trillion SF6 (v/v), be linked by radio telemetry network capable of operation at Dugway Proving Grounds, Utah, over 35 km line of sight distances, and provide remote control data retrieval capability as well as on/off control of up to three additional co-located devices. Other requirements include the fielding four (4) Air Quality (AQ) detection systems to measure in the parts-per-billion (PPB) range for ozone (O3), nitrogen oxides (NOx), sulfur oxides (SOy), volatile organic compounds (VOC) and non-methane hydrocarbons (NMHC) using standard EPA protocols. Interested firms would be required to be able to provide equipment and personnel to support SF6 and AQ detection system use and data gathering. Firms would also be required to maintain Quality Control and Quality Assurance of the data and equipment. Results of the field test would be reported to United States Air Force. Security Requirements: Due to the nature of this potential effort, no foreign sources will be considered. Prospective sources would be required to have DoD security clearances of at least the SECRET level. Participation in this effort would require both a facilities clearance and storage capability of at least the SECRET level. This acquisition is set aside 100 percent for small business. The NAICS code for this acquisition is 334519 and Small Business size standard is 500 employees. The Department of Defense (DOD) has determined the Central Contractor Registration (CCR) to be the Single DOD registration for contractors who conduct business or who are interested in conducting business with the Department. This acquisition will be conducted in accordance with the procedures in FAR part 12, Acquisition of Commercial Items and FAR part 15 as appropriate. A firm-fixed price contract is anticipated. Solicitation issue date of 2 Jan 03 and proposal due date of 15 Jan 03 are tentative.
