Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; price quotes are being requested and a written solicitation will not be issued. The solicitation number is DTCG23-03-B-TMX003. The solicitation will be issued as an Invitation for Bid (IFB). The solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-09. The SIC Code is 4899 and the NACIS is 513340. The small business size is $11.0M. The period of performance for the base period is twelve months from date of award, with four (4) one (1) year options. The contract type will be a firm fixed price. The U.S. Coast Guard has a requirement to implement various telecommunications projects to improve voice and data connectivity to Coast Guard cutters. The U. S. Coast Guard has a need for a single contractor to provide airtime for Mini-M service. This will better facilitate the billing process, and to allow the Coast Guard to obtain a better overall per minute rate. Competitive rates for global coverage are required with the primary zone of coverage being in and around the United States, the Caribbean, Mexico, Alaska and Hawaii. Many Coast Guard cutters have a Global mission which obviously extend beyond these areas, and will require rates for extended zones as well. Currently there are about 80 cutters with Mini-M terminals. In the next few months, there will be approximately 100 additional cutters with this capability. This acquisition is to acquire services for all INMARSAT Mini-M terminals throughout the Coast Guard. INMARSAT is a commercial maritime satellite communications system. The Mini-M terminals will use the INMARSAT network for operational voice and data communications. The Coast Guard also requires STU-III secure voice communications over this system. The Coast Guard will evaluate bids in response to this solicitation without discussions and will award a contract to the lowest responsible bidder whose bid, conforming to the solicitation, considering only price and price-related factors specified elsewhere in the solicitation. The Government may reject any or all bids; accept other than the lowest bid.
