- NA The Naval Surface Warfare Center Carderock Division has a requirement for services to assist in the determination and evaluation of the materials and subcomponent design analysis methodologies under the Composite Advanced SAIL (CAS) Project. The contractor shall design and analyze programs to establish the rate response of composite multi-layer material systems and assess the maturity of analysis tools for predicting buckling failure of marine composites structures. The contractor will analyze dry and wet composite material and develop a modeling program to determine successful transitions from glass composite to steel and/or glass-carbon hybrid composite to steel. The base period of performance under the contract will be from the effective date of the contract (EDOC) through 30 September 2003. The contract will include an option period for an additional 12 months, which m ay be exercised any time from the EDOC through 26 months thereafter. The total period of performance, if the option is exercised, will be thirty-eight (38) months. This is a sole source action to be awarded as a new Cost Plus Fixed Fee (completion) type contract to the Materials Sciences Corporation (MSC), Suite 250, 500 Office Center Drive, Fort Washington, PA 19034-3219. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) pursuant to FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The sole source is based upon extensive technical knowledge and proprietary rights to software to be used during performance of the contract.
