- AFMETCAL Det 1, Heath, OH intends to award a purchase order under Simplified Acquisition Procedures (SAP) for the purchase of 1 each of Low Pressure Primary Standard in accordance with Purchase Description number MLEM-JRS-03-1, dated 21 January 2003, Data in accordance with DD forms 1423, and 1664?s, (Calibration certificates, Equipment Failure Information Reports, Software Product Specifications, Software User manual, Technical Manuals, TM-86-01D), an Extended 3-year warranty, I/A/W warranty description AFMETCAL/ML-05 dated 24 Feb 2000, Installation with 3 days of On Site Training, and a Transportation case. The complete purchase description, DD forms, referenced warranty and manual requirements available at this site. This is a combined synopsis/solicitation for items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Parts 12 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A written quotation will not be issued. All requests for written quotations SHALL be disregarded. It is the offeror?s responsibility to monitor this site for the release of amendments (if any). This solicitation number, F33660-03-Q-0023, is a Request for Quotation (RFQ). The North American Industry Classification System (NAICS) Code is 334515 and the business size standard is 500 employees. This solicitation is 100% SET ASIDE FOR SMALL BUSINESS CONCERNS in accordance with FAR Part 19. The Air Force Metrology and Calibration (AFMETCAL) program requires 1 each Low Pressure Primary Standard. Scope: This purchase description describes a Standard Low Pressure Calibration System (SLPC). This system will automatically establish a known accurate low pressure in the range of 0 to 6.8 kPa. This pressure will consist of gauge and absolute modes. A computer shall be supplied for a minimum of Standard and Device Under Test (DUT) data acquisition, and the production of calibration certificates. The standard will provide the AFPSL the capability to calibrate a growing inventory of low pressure gauges within the Air Force inventory including but not limited to: capacitance diaphragm, and quartz resonator gages. Awarded items will be delivered to AFMETCAL, Transportation, Bldg 4, 813 Irving Wick Dr. W. Heath, Oh 43056-6116. Delivery shall be 150 days after date of contract. Acceptance testing will be done to ensure compliance with the purchase description. Testing will take approximately 45 days. The technical proposal will be evaluated based on paragraphs 2.0 through 5.6 of the Purchase Description to ensure that the proposal meets the Government?s minimum requirements stated in the Purchase description. Quotations must include descriptive literature of the item being proposed, and shall include a written line-by-line response to each paragraph number in the Purchase description. When the literature demonstrates that the proposed unit meets the Purchase description paragraph, state what page and paragraph it may be found on. If the literature does not describe a specific aspect of the requirement, please explain how your product meets the requirement. Each item response is to be specific and detailed enough to allow full evaluation of the equipment being offered and its capabilities. Technical acceptability will be determined solely on the content and merit of the information submitted in response to this solicitation. The following clauses apply to this acquisition and are incorporated by reference: FAR 52.212-1, FAR 52.212-2, FAR 52.212-3, FAR 52.212-4, and FAR 52.212-5. The offer must: (1) be for the items described above; (2) be FOB destination; (3) include a delivery schedule and discount/payment terms; (4) be signed by an authorized representative of the company; (5) include a telephone number, and a facsimile number; (6) be registered in the CCR; (7) include their taxpayer identification number (TIN), DUNS number, and CAGE code. Facsimile submissions are permissible with the follow-up of an original sent by mail. Any offer or modification to an offer received after the exact time specified for receipt of offers will not be considered.
