- The Office of the Under Secretary of the U.S. Department of Education intends to award a purchase order to obtain expert marketing communication advice, assistance and recommendations on several ongoing projects. Services are to include investigation of situations, projects, procedures and presentations pursuant to the No Child Left Behind legislation, and to help develop a framework for strategy, partnerships and program growth. Tasks will include surveying the Department's International programs, by office. Collect data on individual programs. Determine overlap and relate to overall Department of Education's mission and objectives of No Child Left Behind; reviewing UNESCO Programme Proposal 2004-2004, materials related to the US rejoining, the Department's responsibilities, and scope of Department of Education's oversight for intergovernmental leadership; research private foundations, business foundations, and educational organizations and make recommendations for optimal partnership development for individual ongoing and planned programs; provide communication assistance on special projects and states tour including logistical help, press, writing, identifying key messages (NCLB oriented - public understanding and intent of law) and key audiences. Length of Contract: 6-8 weeks. All responsible sources may submit a response which, if timely received, will be considered by the agency.
