Description
PUBLIC ANNOUNCEMENT The University of California, Ernest Orlando Lawrence Berkeley National Laboratory (LBNL), which is operated under Prime Contract DE-AC03-76SF00098 with the U.S. Department of Energy (DOE), intends to subcontract for professional Code Compliance Review services for a proposed new office building. Construction cost for the project is currently estimated in the $10,000,000 - $14,000,000 range. PROJECT DESCRIPTION The Project includes an office building, related sitework and utilities complete and ready for occupancy. It will be located on land owned by the University of California ("University") at LBNL's main site ("Site"). The Site is not subject to a DOE lease. The University will negotiate and execute a Ground Lease for the Site with the selected Developer. The Ground Lease will allow the Developer to finance, design, build, own and operate an Office Building on the Site. Initially, the University will lease all of the space in the Office Building from the Developer for use by LBNL by means of the Rental Agreement. The Office Building will be approximately 60,000 square feet Gross Building Area and will accommodate approximately 240 occupants. The University intends to select one firm to provide code compliance review and inspection services for this new facility. This is not a request for quotation. It is an announcement for subcontracting opportunities with the University of California, Ernest Orlando Lawrence Berkeley National Laboratory. Interested firms are encouraged to submit qualifications as indicated below. SCOPE OF SERVICES: The work includes professional Code Compliance Review and Inspection services as required by the laws of the State of California. Compliance includes, but is not limited, to the following: ? California Code of Regulations Title 24 adapted by the Building Standards Commission ? National Electrical Code ? National Fire Protection Code LOCATION REQUIREMENT: In order to qualify, candidate firms and individuals assigned to the project must be located within seventy five (75) air miles of Berkeley, California. SELECTION CRITERIA: For firms meeting the above minimum requirements, the following criteria shall be the basis of selection. The criteria are listed in descending order of importance. 1) Firm Experience: The firm must have a minimum of 5 years experience providing consulting services for Building Official, Plan Check and Inspection in the State of California. Two projects of similar size and complexity to the Office Building shall be presented. The firm shall describe each project and specify the role and responsibilities of the personnel assigned to the project. Special consideration will be given to firms that are able to assign the same personnel from the similar projects. The two projects shall be listed in the Standard Form SF 255, Paragraph 8, and include any other supplemental information necessary to address this criteria. In lieu of the Standard Forms identified above, the firms may submit a Qualifications Brochure using their own format. 2). Assignment of Personnel: The principal and individuals assigned to this project must demonstrate successful experience in Building Official, Plan Check and Inspection activities. The proposed Project Team, Individuals and Qualifications shall be included in the Qualifications submittal. Building Official: Manage the Building Permit process, issue Building Permits and Occupancy Permits. Certification: California Building Official Certification. Experience: Minimum 5 years experience. Plan Checkers: Perform Plan Check. Certifications: International Conference of Building Officials (ICBO) Certified Plans Examiner (or equivalent) and Licensed Professional Engineer. Structural Plan Check requires Licensed Structural Engineer. Experience: Minimum 5 years experience. Inspector: Perform Building Code Inspections. Certifications: ICBO Building Inspector (or equivalent). Experience: Minimum 5 years experience. Interested firms meeting the requirements described above must submit six (6) completed copies each of U.S. Government Standard Form 254 and 255 (or Qualifications Brochures). They may also submit six (6) copies of any supplemental information necessary to further address the Selection Criteria. Submissions: Submissions must be received by 5:00 p.m., April 3, 2003. Submissions that are received after the time and date specified may not be considered. Facsimile copies of the submittal will not be considered.
