- Description
- The National Park Service, Isle Royale National Park, is soliciting proposals for all labor and travel necessary to provide bi-weekly and monthly janitorial services for the vessel Ranger III and Houghton Headquarters Office Building, located in Houghton, Michigan. A tentative date has been set for a Preproposal Conference at the park on March 25, 2003 at 10:00 a.m. for potential offerors to see the vessel and the buildings. Proposal submission and evaluation of offers will be conducted using a two phased approach. First proposals will be evaluated by the Technical Evaluation Panel using the Evaluation Criteria identified in the Solicitation, Criteria A, Cleaning and Sanitizing Dumpsters, and Criteria B, General Office Building Custodial Services. Based on this evaluation, evaluators will unanimously vote on the acceptability or unacceptability of each proposal. At this stage unacceptable proposals will be eliminated from competition. Upon completion of this evaluation a Competitive Range will be determined by the Contracting Officer. Second, all acceptable proposals will then be evaluated using Criteria C, Past Performance for the three projects submitted under Criteria B. The following evaluation criteria will be used to evaluate proposal submission: (1) Experience in cleaning and sanitizing solid waste dumpsters; (2) Three current or previous jobs that demonstrate experience in general office building custodial services; and (3) Past Performance references for the three jobs that demonstrate experience in general office building custodial services. The Government anticipates award of one-firm-fixed price Indefinite Quantity contract on or before April 30, 2003. Contracts will be for a one-year period with two twelve month options to extend the period of performance. The contract will contain a minimum workload guarantee of $10,000, and a maximum workload guarantee of $30,000. The cumulative minimum workload guarantee will be $30,000, with the maximum cumulative guarantee of $90,000 for the three-year period. The Solicitation with be issued electronically on the Department of Interior's National Business Center (NBC) website at http://ideasec.nbc.gov. Offerors interested in the doing business, and receiving a copy of the Solicitation and amendments must register on the Fed Biz Opps and NBC's websites. The Solicitation with specifications shall be posted on or about March 17, 2003. NO HARD COPIES OF THE PACKAGE WILL BE ISSUED. A hard copy of the Technical and Business proposal shall be submitted to the address identified in the Solicitation package, on or before 4:00 p.m. local prevailing time on April 16, 2003.
