Description
Notice of Intent to Solicit Bids The US Environmental Protection Agency (EPA) intents to contract for construction and operation of an environmental remedy at the Northwest Pipe and Casing/Hall Process Company site. Site Location. The site is located between S.E. Lawnfield and S.E. Mather Roads in Clackamas, Oregon, approximately 20 miles southeast of downtown Portland. The site was previously used as a pipe manufacturing and coating facility. The site includes a vacant property owned by the Oregon Department of Environmental Quality (DEQ) and property owned by the Oregon Department of Transportation (ODOT) and used to house road maintenance operations. Both properties total approximately forty acres. Description of Environmental Cleanup. EPA is carrying out environmental response activities at the site pursuant to CERCLA provisions. Work will include three principal components: construction of Groundwater Circulation Well (GCW) treatment systems, placement of a two foot clean soil cap and GCW system operation and maintenance for a one-year period after construction is complete. The contract will be for all components of the project. Designs and specifications will be included in the Invitation for Bids (IFB) for this work. The estimated Fixed Price contract amount is between $1,000,000 and $5,000,000. Schedule. EPA expects to issue a formal IFB on or around April 7, 2003. A pre-bid conference and site visit will be held on or around April 15. EPA desires to have construction start by mid-June with completion by mid-Fall, 2003. Further Information and Contacts.
