- Description
- The National Heart, Lung and Blood Institute (NHLBI), intends to negotiate on a non-competitive basis with Rees Scientific, 1007 Whitehead Road EXT, Trenton, New Jersey 08638, to purchase an on-site full service and preventive maintenance agreement plan number VAL/SERV B for the period of nine (9) months, for the Rees alarm system which will monitor 400 pieces of scientific equipment and rooms. The system monitors: Ultra-low freezers, cold rooms, cell culture incubators, as well as delicate and sensitive equipment, refrigerators, animal room monitors to control the temperature to comply with the government regulations. The plan includes: 1) Software Updates; 2) Yearly System Validation; 3) Software and Hardware Validation Manual; 4) Calibration at the time of validation with NIST traceable equipment; 5) Continued On-Site Training at the time of validation; 6) 24 Hours a day seven days a week telephone support; 7) Service calls when needed; 8) Parts available from Factory overnight; 9) All parts and Labor to Restore system to normal if a problem arises; 10) Trade-Out parts to minimize down time. The maintenance service must be performed by Certified engineers from Rees Scientific. This acquisition is being conducted under simplified acquisition procedures. The North American Industry Classification System (NAICS) code is 811219, Size Standard $6.0 Million is applicable to this requirement. The Small Business Set-Aside does not apply. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PS-2003-052, may be submitted to the National Heart, Lung and Blood Institute, Contracts Operations Branch, Procurement Section, Building RKL2, Suite 6042, 6701 Rockledge Drive, Bethesda, MD 20892-7902, Attention Ms. Cecilia Morales, Purchasing Agent.
