- Description
- The General Services Administration (GSA) is requesting Technical Proposals (RTP) for the facility construction package for a new United States Port of Entry located at the Port of Raymond, Montana, Montana State Highway 16 and the Canadian border. GSA is soliciting contractors to participate in the Two-Step Sealed Bidding process for this project. This requirement will be a competitive 8(a) set-aside in the States of North Dakota and Montana only. The NAICS code is 236220, size standard is $28.5 Million. Step One requires the offeror and major subcontractors (precast, sitework, mechanical and electrical) to submit a technical proposal, without pricing. Each Offeror must be a general contractor, and must submit a major subcontractor for each category. Submission of four copies of the technical package to GSA is required by April 15, 2003 at 2:00 PM Mountain Time. Reference Solicitation Number: GS-08P-03-JFC-0010. Offerors that are found to be unacceptable in Step One will be notified upon completion of the proposal evaluation and final determination of unacceptability. Only bids based on technical proposals determined to be acceptable, either initially or as a result of discussions, will be considered for award. The GSA may make a final determination regarding a proposal?s acceptability solely on the basis of the proposal submitted. The GSA may proceed with the second step without requesting further information from any offeror. However, the GSA may request additional information from offerors of proposals that it considers reasonably susceptible of being made acceptable, and may discuss proposal with their offerors. Evaluations of the technical package will be based on the following: 1. Past performance (50%) 2. Management and schedule planning (35%) 3. Qualifications of key personnel (15%). The following is a brief description of the construction. This project consists of all labor, equipment, material, transportation, and supervision necessary to construct the new United States Port of Entry including site improvements. The new facility will consist of four buildings, a two-story administration building (12,600 gross square feet including partial basement), a one story non-commercial inspection garage including Government parking for 8 vehicles (6000 gross square feet), a commercial inspection garage (3,200 gross square feet) and a four lane firing range. The construction is anticipated to be precast panels. Warranties/guarantees, finishes and related management requirements will be included. Construction cost for this project is estimated to be in the range of $5,000,000 to $10,000,000. The design was prepared by the architectural firm of Hammond, Beebe, Rupert, Ainge Architects of Chicago, Illinois.
