- PRESOLICITATION NOTICE/SOURCES SOUGHT: Concerns having the ability to furnish Home Oxygen are requested to give written notification to the procuring office listed in this notice by March 11, 2003. The Department of Veterans Affairs VISN 23 intends to issue a solicitation for Home Oxygen under Request for Proposal (RFP) 618-69-03 for eligible veterans located in the catchment areas/jurisdiction of VISN 23 which includes the states of North Dakota, South Dakota, Minnesota, Nebraska, Iowa and selected counties in the states of Kansas, Missouri, Wisconsin, and Wyoming. One or multiple awards are anticipated for each jurisdiction area. Period of performance is July 1, 2003 or date of award through June 30, 2004 with four (4) one-year renewal options, subject to the availability of funds. This procurement is currently anticipated as unrestricted full and open competitive commercial item format based on NAICS 532291 Home Health Equipment Rental, size standard is $6.0 million. However, if this presolicitation notice/sources sought reveals the presence of at least two responsible small business concerns in any or all of the jurisdiction catchment areas capable of providing the required service, as small business set-aside or partial small business set-aside will be considered. The solicitation will adhere to the format defined in FAR Part 12, Acquisition of Commercial Items, Part 13, Simplified Acquisition Procedures and Part 15, Contracting by Negotiation. All interested offerors should submit requests for documents in writing via fax 612-725-2072 or email: jan.byrd@med.va.gov. This is not a formal solicitation. However, concerns that respond should furnish detailed dated concerning their size, capabilities, and show phone/fax numbers, address and point of contact and may request to receive a copy of the solicitation when it becomes available. Solicitation anticipated to issue approximately March 12, 2003 with solicitation opening date of approximately April 9, 2003. Notification of solicitation availability will be posted to BOS.
