- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NOT A SOLICITATION AVAILABLE AT THIS TIME. THIS IS NOT A FORMAL REQUEST FOR PROPOSAL (RFP). The 30th Contracting Squadron is in the process of conducting market research to determine the existence of potential 8(a), small business sources located in California to perform the SABER contract. The North American Industry Classification System (NAICS) code is 236220 with a size standard of $28.5M. The subject acquisition is for minor, noncomplex construction projects for maintenance, alteration, or repair of real property at Vandenberg AFB, CA and its associated sites. Each contractor will be required to furnish all materials, equipment, and personnel necessary to manage and accomplish the projects. The Government plans to award approximately three indefinite delivery/indefinite quantity type contracts. The performance period will be a twelve-month basic year with four twelve-month option years. The proposed contract will consist of fixed price delivery orders with a guaranteed minimum of $50,000 and a maximum of $33,000,000. The proposed contract will utilize individual delivery orders ranging in value from $2,000 to $3,000,000 for each project. Since there will be multiple awards, each successful offeror shall be provided a fair opportunity to be considered for each order in excess of $2,500 IAW the solicitation. Delivery orders will be priced using a Unit Price Book and a coefficient. Individual delivery orders will vary in size and complexity. They will include tasks in a variety of trades, including carpentry, road repair, roofing, excavating, interior electrical, steam fitting, plumbing, sheet metal, painting, concrete masonry, and welding. Each contractor will be required to maintain a management office within 45 miles of Vandenberg AFB in order to receive delivery orders and provide other management services related to accomplishing individual jobs. Responses to this synopsis will be used for market research to determine what, if any, set-aside procedures will be used for this acquisition.
