Description
This modification extends the response date from 02/27/03 to 03/05/03. General Notice: This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. This solicitation F13MSG303201 is issued as a request for quotation (RFQ). This solicitation document, incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2001-11. This acquisition is full and open; NAICS: 339950; Size Std: 500. Quotes are to be received by this office NLT 1600 CST on 27 Feb 03. Quotes must be valid for 90 days. Questions may be directed to 2Lt Wanda McDonald at (501) 987-6807. To be shipped within 14 days of receipt of order. Door signs must be made of a highly durable material resistant to fading, cracking, peeling, and melting, etc. Sign must be able to adhere to wood, glass, and metal doors. The sign must be able to sustain changing environmental conditions elements for a period no less than three (3) years. The purpose of the signs is to notify the base populous of the current and exercise (war games) Force Protection condition (FPCON) and Information condition (INFOCON) at a quick glance with removable labels (CLIN 0002). Quantity: 50 DESCRIPTION: 1) 8 1/5? x 11? in portrait format 2) White background, black fade/peel resistant lettering (preferably silk screen print) a. Block style font on all lettering b. Size font: min 36 - max 48 c. All capital lettering 3) Include the header ?LITTLE ROCK AFB? centered at top of sign 4) U.S. Air Force (Hap Arnold) emblems in upper corners on each side of the header (downloaded emblem from http://www.af.mil/airforcestory/symbol.shtml per directions) 5) The sign must be vertically divided into two sections (Current condition above Exercise) - Current Condition - Exercise Condition Subsections under each topic should be FPCON INFOCON CLIN 0002 Removable Labels Removable Labels. To be shipped within 14 days of receipt of order. There must be a total of 18 removable labels approx. 1? x 5? to change each of the conditions. The labels must be able to be attached to and removed from the sign. Labels must be highly durable material resistant to peeling, fading, cracking, and melting. The labels must be able to sustain changing environmental conditions for a period no less than three (3) years. Also, the full text of a solicitation provision may be accessed electronically at this address: http://farsite.hill.af.mil/ 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical capability; (a) must meet all technical requirements outlined in the description; (b) ease of placement and removal of signs to exterior doors; (c) ease of placement and removal of labels to the sign; (e) durability, (f) visibility and (g) aesthetics. (ii) Price Technical and price are equal. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of clause) BASIS OF AWARD: AWARD WILL BE MADE BASED ON BEST VALUE, NOT PRICE.
