- Description
- The Naval Surface Warfare Center, Carderock Division (NSWCCD) intends to procure, through Other than Full and Open Competition, 25 each, bolt-on polyurethane sponsons, installation kits and 40 each, hull preparation kits for the Avon 5.4 meter Rigid Inflatable Boat (RIB) and installation training. The bolt-on method of attachment will allow easier replacement and repair of damaged sponsons. NSWCCD intends to procure the three year base Indefinite Delivery/Indefinite Quantity (IDIQ) contract, through Other than Full and Open Competition, with Wing Inflatables, Inc., Aracata, CA. Wing Inflatables, Inc.is the sole manufacturer of the required services and supplies and therefore maintains all relative proprietary data and the ability to utilize it and therefore Wing Inflatables, Inc. is the only known source that is capable of providing the bolt-on polyurethane sponson, hull prepa ration kits and installation training to install the sponsons and kits. Consequently, the FAR cite supporting Other than Full and Open Competition is FAR 6.302-1(a)(2)(ii), only one responsible source and no other supplies or services will satisfy agency requirements.
