Description
This is a combined synopsis/solicitation notice of intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number is issued as a Notice of Intent (NOI3034). A solicitation will not be issued. The solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-12. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure on a sole source basis using Simplified Acquisition procedures, advertisement for 200 healthy adult volunteers. The purpose of this requirement is to develop vaccines for human disease, with a primary focus on preventive vaccine for AIDS. This is a continuation to advertise and recruit two hundred (200) healthy adult volunteers per year. The National Institute of Allergy and Infectious Diseases strives to include individuals from minority populations in all phases of its research program, including the recruitment of patients for clinical trails. It is the intent of the Institute to ensure the trial encourages participation by an ethnically diverse group of people. Meeting this goal requires targeted advertising to a local audience with the desired demographics. The studies take place in Bethesda, Maryland and last approximately twelve (12) months from the first injection. The targeted audience for the advertisements is the Washington, D.C. Metropolitan Area. NIAID is aware of only one source that can provide the required service. Via Com Outdoor is the only vendor that has a contract with the Washington Metro Transit Authority to Advertise on Car Card and Dioramas inside and outside the premises of the Metro Rails. This is not a Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this acquisition is 541850 and the Small Business Standard Size is $5 Millon . Estimated Period of Performance March 17, 2003 through June 17, 2003 . A firm fixed- price purchase order is anticipated to result from the award of this solicitation. The place of delivery is Bethesda, Md. and the destination is FOB. The following FAR provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors Representations and Certifications Commercial Items; FAR 52.212.4 Contract Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Status or Executive Orders Commercials Items; and FAR 52.225-3 Buy American Act. A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included. Copies of the aforementioned clauses are available upon request. Any response to the NOI must be mailed to the Point of Contact indicated below. Offers must be submitted no later than 5:00 P.M. Eastern Time (ET), March 4, 2003.
