Description
The National Cancer Institute (NCI) intends to negotiate on a sole source basis, with The Goodman Research Group, Inc, 26 Lee Street, Suite 1, Cambridge, MA 02139, for a modification to respond to NCI's critical programmatic need to obtain better quality data that would indicate the extent to which stated program goals and objectives are being met at each contracted site and the impact of the program overall. This will be achieved by 1) conducting a systematic follow-up with students in the current contract; 2) conducting an incentive-based follow-up study of students who participated during years 1990 through 1997; 3) recruiting and maintaining control groups for SEP 2001 and 2002. The data from these three activities will then be analyzed, interpreted, and consolidated for publishing. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1. Only one responsible source and no other supplies or services satisfy agency Requirement. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract modification based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
