- The Bureau of Engraving and Printing (BEP) plans to issue a solicitation for the purchase of Intaglio Ink cleaner, in concentrate and ready-to-use form, BEP stock numbers 2O000168 and 2O000168C in accordance with BEP Specification No. C:INTLV-1, dated November 27, 2002. A 100% small business set aside, competitive solicitation is planned. The applicable NAICS code is 422690 and the associated small business size standard is 500 employees. The contract type will be Fixed-Price, ID/IQ type. Delivery terms for Bulk shipments are F.O.B Destination to the Bureau of Engraving and Printing, 15th Street, SW, Washington, D.C. 20228. Drum shipment delivery terms are F.O.B. Destination to the Bureau of Engraving and Printing, Landover Warehouse Facility, 3201 Pennsy Drive, Landover, MD. 20875. The period of performance will be for one (1) twelve (12) month base period and four (4) 12-month option years. Estimated quantities for delivery for ready-to-use cleaner, 2O000168 are: 26,400 gallons for the base year, 30,000 gallons for the first option year, 30,000 gallons for the second option year, 30,000 gallons for the third option year, and 30,000 gallons for the fourth option year. Estimated quantities for deliveries for the concentrate form, 2O000168C are: 13,200 gallons for the base year, 15,000 gallons for the first option year, 15,000 gallons for the second option year, 15,000 gallons for the third option year, and 15,000 gallons for the fourth option year. This procurement will be negotiated and awarded according to the procedures set forth in FAR parts 12 and 15. Offerors will be requested to submit a material sample consisting of three (3) 55-gallon drums of each ready-to-use cleaner sample to BEP. In addition, offerors will be requested to submit one (1) one gallon sample of each ready-to-use cleaner sample to the BEP. The selection decision will be based on overall best value to the BEP, price and non-price factors considered. The solicitation will be available on or about February 27, 2003.
