The National Archives and Records Administration (NARA) has the need to continue and expand research activities with Electronic Records Archives (ERA) research partners. ERA needs to gain access to the scientific computational grid known as Abilene (Internet 2). The closest connection point to Abilene is through a connection point (MAX, Mid-Atlantic Crossroads) located at the University of Maryland (UMD). UMD is the regional connection point for most Government and educational researches. NARA intends to award a sole source contract for one base period and four one-year option periods to University of Maryland, Office of Information Technology/MAX, Computer and Space Sciences Building, RM 3369, College Park, 20742. This announcement constitutes the only announcement and will be processed in accordance with FAR 6.302-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements). The period of performance will be from date of award through twelve months for the base year. The line items on the contract will be delineated as follows: CLIN 0001- Networking Services for the Base Period CLIN 0101- Networking Services for Option Period One CLIN 0102- Networking Services for Option Period Two CLIN 0103- Networking Services for Option Period Three CLIN 0104- Networking Services for Option Period Four The NAICS code is 514191 (found at http://www.census.gov/epcd/www/naics.html) and 518111 (found at http://www.sba.gov) and the small business size standard is $21 million. The Government reserves the right to make an award without discussion on this procurement. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
