Description
The Internal Revenue Service is seeking sources sought for Campus Center Operations A-76 Competitive Sourcing at ten locations nation-wide. The ten Campus Centers are located at Andover, MA; Atlanta, GA; Fresno, CA; Memphis, TN; Philadelphia, PA, Cincinnati, Covington, KY; Brookhaven, NY; Kansas City, MO; Ogden, UT; and Austin, TX. Each Campus Center Operations location primarily supports one Computing Center. The Martinsburg Computing Center, Martinsburg, WV is supported by Andover, Austin, Brookhaven, Ogden and Philadelphia. Tennessee Computing Center, Memphis, TN is supported by Atlanta, Cincinnati, Fresno, Kansas City and Memphis. Requirements consist of the following: (1) Job Reception: Printing queue to identify incoming job, external reprint requests from external customers via the ITS help desk or the telephone; Magnetic Media from external Trading Partners, Computing Centers and Secure Offsite Storage and Data Processing Support; (2) Work Scheduling for file transmission, print, data processing and Magnetic Media Management; (3) Reporting: Local Status Reports for Inter-shift and Library Inter-shift report; (4) Customer Service Support: Liaison with Computing Centers, response to customer inquires, problem identification and problem resolution; (5) File Transmission: Remote Input (RI) Copy (tape to tape transfers between the Campus Center Operations and the Computing Centers) and Direct Connect transmissions to and from the IRS Master File; (6) MITRON: Data to external trading partners, Computing Centers and transmission monitoring; (7) Print Operations; Printer equipment set-up IBM 4000 printers (2 machines per site), print job production and distribution of print products to internal and external customer; (8) Data Processing Support: Preparation of backup by loading magnetic media to Data Processing Support Work Schedules. The magnetic media serves as a backup media to store transferred system data. and; (9) Magnetic Media Management: All tasks that require scheduling or time sensitivity shall be performed by Magnetic Media Management Work Scheduling. The objective of this RFI is to obtain capability statements, based upon the requirements outlined above of all (large and small) businesses interested in this opportunity. Contractor should identify any information they consider to be sensitive or proprietary. Teaming arrangements, subcontracting and mentor prot?g? programs are encouraged. Responses will assist the Government in determining whether to set-aside, restrict competition in some way or solicit offers from all responsible sources. Therefore, please identify your interest in either being a Prime or Sub-contractor for this requirement. All interested businesses are hereby invited to submit a capability statement of no more than ten pages to demonstrate their ability to provide the services outlined above. Capability statements should be tailored to this request and identify the source?s capabilities to complete this requirement, including information on key staff experience and a description of corporate experience with similar projects of like size and complexity and present and past performance information. All employees need to be able to pass the IRS Minimum Background Investigation (MBI) requirements. In order for the IRS to assess set-aside possibilities, interested parties shall also include a cover letter that includes company name, points of contract, telephone numbers, fax numbers, e-mail addresses for points of contact, prime or sub-contractor interest, and identifies the company as one or more of the following: 1) small business; 2) 8(a) business; 3) HUBZone small business; 4) small disadvantaged business; 5) woman-owned small business; (6) veteran-owned small business; (7) service-disabled veteran-owned small business, or (8) large business. Please note: This RFI is not a Request for Proposals (RFP) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately to award a contract on the basis of this RFI or otherwise pay for the information solicited. Response to the RFI will not serve as proposals, bids, or offers, which could be accepted by the Government to form a binding contract.
