Description
This is a sources sought requirement to be used for market analysis only. No solicitation is available at this time. This requirement will be conducted under FSC Code C219; SIC Code: 8711; NAICS Code 541330. The size standard for this classification code is $4.0 Million. Location: Hawaii. This Sources Sought Notice is seeking Hawaii certified HUBZone small business concerns for competitive consideration. Work will predominantly be for the Federal Highway Administration, Central Federal Lands Highway Division. Job Description: A market survey is being conducted to determine the sizes and types of businesses eligible for the following proposed work: road and highway environmental clearances and design work. Interested firms should demonstrate that they have multiple project experience and current in-house staff capabilities for the following: (1) Road and highway design projects for Hawaii; (2) Developing cost estimates for road and highway construction; (3) Knowledge of the requirements for environmental clearances for Hawaii; (4) Provide the type(s) of software used for design projects; and (5) Project management process to include the planning, execution, and control of the design project. Planning includes developing a project work breakdown, project cost estimate, and project schedule. Responses: Business concerns should include a copy of their current HUBZone certification. Responses are required within fifteen (15) days after publication of this notice. All questions should be directed to Kathy Mooney, using Point of Contact information shown below. Send responses to this synopsis to: Federal Highway Administration, Central Federal Lands Highway Division, Attention Kathy Mooney, 555 Zang Street, Room 259, Lakewood, CO 80228. This is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal or an announcement of a solicitation. Firms shall provide the above documentation in one original form and one copy. Responses are limited to 4 pages. The Government will not pay for any material provided in response to this market survey nor return the data provided. The Government will not provide debriefings on the results of the sources sought survey. All information submitted will be held in a confidential manner and will only be used for the purpose intended. If sufficient competition is available, this Agency may issue a HUBZone set-aside, IDIQ Architect-Engineer solicitation. Specific scope of work and services required will be issued with each task order. If qualified HUBZone concerns do not respond, this acquisition may be advertised using full and open competition acquisition procedures.
