Description
THIS IS NOT A SYNOPSIS TO ADVERTISE A SOLICITATION THAT IS READY FOR RELEASE. Rather, the purpose of this synopsis is to: (1) determine whether there are a sufficient number of qualified, responsible sources (of all size classifications, such as HUBZone 8(a), 8(a), HUBZone, Small Disadvantaged, Small, and Large Business, etc.) who can meet a forthcoming competitive Substance Abuse and Mental Health Services Administration (SAMHSA) requirement to conduct the 2005-2009 National Surveys on Drug Use and Health (NSDUH); and (2) conduct market research to ascertain whether the services may be solicited pursuant to Federal Acquisition Regulation (FAR) Part 6.1, Full and Open Competition. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only. The intended contract will have a planned performance period of 92 months. The applicable North American Industry Classification System (NAICS) Code is 541990. After review of the responses to this sources sought synopsis, a solicitation announcement may be published in the Federal Business Opportunities at a later date. Responses to this notice shall include company name, address, point of contact, size of business pursuant to the applicable NAICS code, and must respond to the following questions: (1) Is your business a large or small business? (2) Does your firm qualify as a small or small disadvantaged business? (3) If small disadvantaged, under which disadvantaged group is your firm certified under Section 8(a) of the Small Business Act? (4) Are you considered a certified HUBZone firm? (5) Are you considered a woman-owned or operated business? (6) Are you a certified veteran-owned or service-disabled veteran-owned business? The purpose of the NSDUH (formerly the National Household Survey on Drug Abuse) is to provide current data on substance use prevalence for the U.S. population and each state, and to issue reports on survey results. The contractor will be required to: (1) provide field interviewers and supervisory staff to screen approximately 182,500 dwelling units and conduct 67,500 interviews; (2) develop training procedures/materials and conduct training classes for field staff; (3) employ independent, multi-stage area sample designs for each of the 50 states and the District of Columbia (DC); (4) employ small area estimation techniques to develop model-based estimates for the 42 smaller states and DC; and (5) perform technical writing and analysis. Potential offerors who believe they may be interested in responding to the aforementioned competitive 2005-2009 NSDUH (when released) are requested to respond by 3:00 p.m. (local time), March 6, 2003, in writing by mail, to Mr. James Whitt at the address above, or fax response to (301) 443-0019. Telephone and/or e-mail responses will NOT be accepted. Note: Proposals are not solicited at this time for the aforementioned requirement, and no contract award will be made for proposals submitted in response to this sources sought and market research synopsis.
