- Description
- The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with HyTest, Ltd. In Turku, Finland for the purchase of (30) thirty milligrams of Human Cardiac Troponin Complex and (2) two milligrams of Human Cardiac Troponin I subunit. ***Sole source determination is based on the need for this Human Cardiac Troponin to be of the highest quality for the preparation of NIST Standard Reference Materials. HyTest, Ltd., along with several other suppliers of human cardiac troponin complexes, have been evaluated in two inter-laboratory comparison studies in cooperation with the American Society for Clinical Chemistry to determine their ability to standardize commercial clinical cardiac troponin assays. The results of both studies indicated that the cardiac troponin complex from HyTest, Ltd. performed better than the complexes from the other suppliers. Therefore, procurement of the cardiac troponin complex from any other supplier would require the complex to be evaluated through one or more inter-laboratory comparison studies, which would result in costly delays in the production of NIST's Standard Reference Material. ***Delivery shall be FOB Destination, Gaithersburg, MD, and is required within 30 days after receipt of order. ***The North American Industry Classification System (NAICS) code for this acquisition is 325413, and the size standard is 500 employees. ***No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by February 27, 2003 @ 12 noon EST. ***A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any questions or concerns regarding this "notice of intent" should be forwarded in writing to the Contracting Officer (Joni Laster) via e-mail @ joni.laster@nist.gov no later than February 27, 2003 @ 12 noon EST.
