- See Notes 1, 26--NSN:8465-01-019-9103, Field Pack, Combat, Nylon, Large (LC-1), MIL-F-43832C Amendment 1 dated 28 July 1987. Quantity to be procurred for one year basic ordering period, Minimum-130,560 EA, Maximum-250,000 EA. Quantity to be procurred for one 1 year term option is Minimum-130,560 EA and Maximum-250,000 EA. The Government contemplates Delivery Order #1 placed on the Basic Year will be for the Minimum Quantity requiring 12 deliveries. Destination is SNT-W25G1U, New Cumberland, PA and AQ5-W62G2T, San Joaquin, Tracy, CA. Production Leadtime is 180 days. This acquisition will be utilizing Best Value/Source Selection Procedures. Technical Proposals and Products Demonstration Models (PDM's) are required. This will be a Best Value Procurement in accordance with FAR-15.101, Trade Off Process. Evaluation factors other than cost or price will be Product Demonstration Models(PDM's), Experience/Past Performance, Surge & Sustainment Capacity and DLA Mentoring Business Agreements Program. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. Offeror should register to receive notification of this solicitation or solicitation amendments. Copies of this solicitation can be found on the DLA Procurement Gateway at http://progate.daps.mil/home AFTER 02 April 2003(estimated date). From the Gateway homepage, select "Search RFPs" from the left-hand sidebar. Then choose the RFP you wish to view. You must be registered in order to download RFPs. If you are not, you will be directed to register at time of download. In order to ensure e-mail notification of RFPs, prospective vendors MUST go to the RFP Information page and select DSCP Clothing & Textiles as the commodity center from which notices will be sent. Important Note on Foreign Content-The Defense appropriations and authorization acts and other statutes(including what is commonly referred to as "The Berry Amendmant" impose restrictions on the DOD's acquisition of foreign products and services. Generally, Clothing and Textile items(as defined in DFARS clause 252.225-7012) and "specialty metals"(as defined in DFARS clause 252.225-7014 must be grown,reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies. DSCP has developed a web-based system for contractors to request their specs, patterns, drawings, etc. A contractor fills out an on-line form and the request is automatically e-mailed to the TDR area and stored in a database table.
