Description
The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) anticipates placing an Indefinite Delivery/Indefinite Quantity (ID/IQ) type contract for Engineering services to support Towed Array Systems Development. This solicitation may result in multiple awards. The solicitation will be unrestricted. The contract will contain Cost Plus Fixed Fee provisions with a five (5) year period of performance. The total level of effort is 110,000 manhours. The following information provides the background and scope of the work: Provide Engineering and Technical Services for the fabrication, assembly, installation, upgrade and test and evaluation of towed and deployed arrays, handling systems, other towed array systems, other deployed array systems and interfacing equipment. The Key categories of labor are: Program/Project Mgr III 2,000 hours; Electrical/Electronic Engineer III, 5,000 hours; and Mechanical Technician III, 13,000 hours. The non-key categories of labor are: Mechanical Engineer II, 13,000 hours; Electrical/Electronic Technician III, 12,500 hours; Drafter II, 12,000 hours; Electrical/Electronics Technician I, 8,000 hours; Mechanical Technician II, 14,500 hours; Mechanical Technician I, 10,000 hours; and Word Processor II, 20,000 hours. Clearance to the SECRET level is required. This is a follow-on to contract N66604-98-D-0227 and 0228, Multiple award to BAE Systems and Anteon (formally A & T). Award will be made on the basis of "Best Value". Evaluation criteria in descending order of importance are Technical Capability (subfactors include Personnel and Past Performance) and Cost. Subfactors Past Performance and Personnel are equal. The anticipated release date is 25 Jun 2002. Anticipated award date is 15 OCT 2002. The NAICS code is 541330.
