Description
The subject announcement requests offers for a Space Act Agreement for NASA Goddard Space Flight Center (GSFC). Thus, the resulting effort will not be a contract. Offerors' attentions are directed to the original announcement, describing NASA's preference for a self-sustaining operation and to sections 203 (c)(5) and (c)(11) of the Space Act. A pre-proposal conference is scheduled for February 4, 2003, 9:00 a.m. - 10:00 a.m., at the Visitor Center. Additional Proposal instructions: - Offerors shall indicate a proposal validity period of 180 days from the date of submission. - The proposal page limitation is 50 pages. NASA will consider the offeror's financial credibility and viability within the page limits of the proposal. Title pages and tables of contents are excluded from the page count. Excess pages will not be considered. - Offerors are required to submit 5 copies of proposals. - The deadline for submitting questions for the subject announcement is February 15, 2003. - The revised proposal submission deadline is February 28, 2003. Questions & Answers received in response to the request for offers, as of January 13, 2003: 1. Is there going to be a follow-up RFP with deadlines, requirements, format and submission instructions, etc.? If not, how and when do we respond? No, there will not be a follow-up Request for Proposal (RFP) with deadlines, requirements, format, and submission instructions, etc. The subject announcement requests offers for a Space Act Agreement for NASA GSFC. Thus, the resulting effort will not be a contract. Offerors' attentions are directed to the original announcement, describing NASA's preference for a self-sustaining operations and to sections 203 (c )(5) and (c )(11) of the Space Act. The prospective partners are requested to submit specific approaches as to how the objectives, outlined in the announcement, will be met. 2. Is this still a competitive solicitation? Yes. 3. Is our response to be in the form of a Space Act Agreement? It is not necessary, but may be helpful. NASA anticipates that negotiations will be necessary before an agreement is finalized. 4. Are there partnering requirements beyond those expressed in the subject solicitation? No. 5. Would NASA prefer a single partnering organization to act as the prime contractor, and subcontract other organizations as needed? Would NASA prefer instead to have several different partners involved, each providing a different aspect of the services described in the solicitation (with NASA GSFC acting as the prime integrator and manager of these contracts)? NASA GSFC would prefer a partnering arrangement with a single organization that may or may not include collaboration with other organizations. Whether or not an organization partners with other entities to meet NASA's objectives is the organization's business decision. 6. Would NASA entertain proposals specifically for creation and maintenance of exhibits (on site and traveling) or would you see that as only one part of a larger contract to develop the Visitor Center as a whole? No, NASA GSFC is interested in proposals addressing all of the objectives of the announcement. 7. Although I am familiar with NASA's mission in general and that of Goddard in particular, I feel it would help me to be able to discuss the possibilities with someone at the GSFC Visitor Center. Would it be possible for me to learn more about the specific interests and current resources of the Center by speaking or meeting with someone there in person? Would Dr. Gabrys (mentioned in the solicitation as the point of contact for the existing ERC Space Act Agreement) be the appropriate person to contact in this regard? A pre-proposal conference is scheduled for February 4, 2003, 9:00 a.m. - 10:00 a.m., at the Visitor Center. 8. What is the current status of this solicitation? Is this a requirement or RFEOI? The subject announcement is requesting offers for a Space Act Agreement with NASA GSFC. The revised deadline for submitting proposals is February 28, 2003. 9. Is this requirement, or any portion of it, set-aside for small business? No. 10. Are there specific participation target goals in the desired "partnership" arrangement for (1) small businesses, (2) small disadvantaged businesses, (3) woman-owned businesses, (4) HBCUs or other minority-serving institutions? If so, please provide the specific targets for each of the above categories? No. 11. Is there currently a specific date by which proposals from offerors are due? Approximately, when do you anticipate that an award will be made for this requirement? The revised proposal deadline is February 28, 2003. Upon review of all proposals, NASA anticipates signing an agreement with the successful partner as soon as possible, following negotiations. 12. What is meant by public/private partnership? Will this be a grant, contract, cooperative agreement, or other? NASA anticipates entering into a Space Act agreement, which may or may not be a cooperative agreement. Offerors' attentions are directed to the original announcement, describing NASA's preference for self-sustaining operations and to sections 203 (c)(5) and (c)(11) of the Space Act. 13. Who currently operates the Visitor's Center? Wright Solutions, Inc. is currently contracted to operate the Visitor Center. 14. Will this requirement result in the creation of a consortium involving the educational community, community-based organizations, private industry, etc.? It is a prospective organization's business decision whether to create a consortium involving both public and private sector organizations. 15. In the special notice, there is reference to sites for hosting various Symposia, conferences, and other special events, are site locations such as hotels, conference centers, university meeting spaces, etc. to be considered? Yes. NASA will consider all creative solutions proposed by offerors to meet the objectives of the announcement. 16. With respect to the aforementioned requirement regarding a site(s) for hosting various events, will the selected contractor be responsible for the planning and management of these conferences or is there is NASA entity that will be responsible for these tasks? What types of meeting planning/management opportunities are there with this requirement? The subject announcement does not include the planning and management of NASA conferences. The announcement does address the potential objective of making conference space available. 17. The FedBizOpps announcement of 12/27/02 did not specify either a requirement for a response or a date for a proposal. Can you tell me if a solicitation will be forthcoming shortly, or is a solicitation available at some other site? It does not seem that the 12/27/02 Notice is the solicitation; can you help clarify for me, please? The response date stated in the solicitation was February 15, 2003. The revised response date is February 28, 2003. The subject announcement requests offers for a Space Act Agreement with NASA GSFC. Thus, the resulting effort will not be a contract. 18. Are you inviting people to submit their capability specs and you will put the consortium together, or are you inviting a consortium to submit? If the later, how do I get in contact with prospective consortia? NASA GSFC is requesting an organization to provide a proposal in response to the announcement. If an organization desires to use the approach of a consortium to meet the requirements of the announcement, it is the company's responsibility to create a consortium. 19. Unlike the recent RFI for the VC, this posting does not contain general instructions for responding to the Government. The subject announcement and this document provide all the information necessary to formulate proposals meeting the objectives of the announcement. 20. How do you think you will approach working with an architectural firm with regard to the development of this project? Will you rely on the selected "Partner" to bring on board an architect? Or is there one already selected? If not, can we meet with you or the appropriate party to introduce our firm, as we would like to be considered for any architectural services needed? Perhaps we can be of help initially for planning and budget estimates, etc. If you expect the "Partner" to team with an architect - can I find out whom the interested parties are so that I can determine who to contact to team with? It is the prospective offeror's business decision to form a partnership with other organizations as part of the approach to meeting all the objectives of the announcement. If an offeror desires to collaborate with other entities, it is that offeror's responsibility to locate potential partners.
