- SPAWAR SYSTEMS CENTER, SAN DIEGO (SSC SD) intends to negotiate a sole-source, indefinite-delivery/indefinite-quantity contract with Brandywine Communications, Santa Ana, CA for the follow-on to contract N66001-97-D-0004. This action will provide both shore and fleet users with various configurations of the Navy's ruggedized time frequency distribution system (TFDS). This action will be issued as a sole source contract under the authority of FAR 6.302-1. This is not a request for proposal and no solicitation is available. Questions concerning this sole source contract action may be directed to John A. McIvers at john.mcivers@navy.mil. The use of any other source for this acquisition would result in the duplication of cost and time to develop the technical capability within another contractor's workforce resulting in substantial added cost that is not expected to be recovered through competition. Questions and/or responses are due by 7 April 03. An FY03 solicitation number has not yet been assigned to replace the FY02 solicitation number N66001-02-R-5041. See numbered note 22.
