NOTE #22: THE PROPOSED CONTRACT ACTION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; HOWEVER, ALL PROPOSALS RECEIVED WITHIN SEVEN DAYS AFTER DATE OF PUBLICATION OF THIS SYNOPSIS WILL BE CONSIDERED BY THE GOVERNMENT. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE WITH THIS PROPOSED CONTRACT BASED ON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT. This is a combined synopsis/solicitation for commercial items prepared in accord ance with the format in Subpart 12.6, as supplemented with additional information included in this notice, and using the Simplified Acquisition Procedures in accordance with FAR Part 13. This announcement constitutes the only solicitation; proposals are NOT being requested and a written solicitation will NOT be issued. The solicitation number is N65538-02-Q-0056, and the solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-05. This solicitation is a 100% small business set-aside, the associated NAICS code is 514191, and the small business size standard is $11.5 Million. Line item 0001 is as follows: the contractor shall 1. Provide technical and logistics support for the Facilities Maintenance Program at the National Institutes of Health (NIH), Be thesda, MD to provide training for the Predictive Maintenance Program, including a. provide three (3)weeks of training for the Predictive Maintenance Program b. Provide technical support, program management, and PDM expertise for the development of the program as it expands on new equipment. 2. Provide Infrared Thermography to support Infrared inspections, analyze results, report equipment deficiencies on equipment as selected including a. Provide four (4) weeks of Infrared Thermography to support National Institutes of Health at the Bethesda Campus and the Animal Research Center in Poolesville, MD, b. Provide technical support, program management, and PDM expertise in the expanded development of the Infrared Program. 3. Provide Vibration Specialist level III to support the vibration Program at NIH, including a. Level III vibration analyst support to diagnose existing pr oblems on select machines that have been identified from the current vibration analysis program. 4. Provide RCM/PDM consulting services to assist in development of program as work level expands at NIH, including RCM consultant to assist in development of Optimized Maintenance Procedures for NIH Campus. These services shall extend over a continuous period of approximately ten (10) months (Date of Award through December 31, 2003). All work records will be recorded into WebView 2000. WebView 2000 is a proprietary COTS internet-based integrated equipment management system, which automates Web based equipment data warehousing and analysis capabilities, including alerts and auto alarming. Deliverables will be Training guides, Infrared Reports, Infrared Routes in WebView, Balance reports in WebView, and Program Reprots. The provision FAR 52.212-1, Instructions to Offerors-Comme rcial, applies to this acquisition. Offeror will include a completed copy of the provision FAR 52.212-3, Offerors Representations and Certifications-Commercial Items, with its offer. Clauses FAR 52.212-4, Contract Terms and Conditions-Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, FAR 52.232-33, Payment by Electronic Funds Transfer, Central Contractor Registration, DFARS 252.204-7004, Required Central Contractor Registration apply to this solicitation. Offers are due on 27 FEB 2003, to the Naval Sea Logistics Center, 5450 Carlisle Pike, Mechanicsburg, PA 17055, by 4:00pm, Eastern Standard Time.
