Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR subpart 12.6 as supplemented with additional information in this notice. This announcement constitutes the only solicitation to be issued; proposals are being re quested and no further written solicitation will be issued. The solicitation number for this Request for Proposal is DAHA30-03-R-0013, a request for lodging accommodations which closes on 27 February 2003, 12:00 p.m. Eastern Standard Time. The solicitati on document and incorporated provisions and clauses are those in effect through FAC 97-25. This procurement is unrestricted with an assigned NAICS Code of 721110. The 109th Airlift Wing, Stratton Air National Guard Base, Scotia, New York is soliciting lo dging facilities to house 32 personnel in 15 double rooms and 2 single rooms beginning approximately 10 March 2003 through 30 September 2003 with an additional 4 option periods. These periods are 1 Oct 03 to 31 Dec 03, 1 Jan 04 to 31 Mar 04, 1 Apr 04 to 3 0 Jun 04 and 1 Jul to 30 Sep 04. Offerors must propose a fixed rate for the lodging of these personnel. Accommodations must be located within a 15-mile radius from Stratton Air National Guard Base, Scotia, New York, 12302. Accommodations must meet the in spection criteria established by Air Force Lodging standards which will be furnished upon demand. In addition, the lodging facility must have the capability to house all personnel at one facility for transportation logistics and team camaraderie purposes. As a minimum each room must be equipped with the following amenities: Full kitchen to include cooking utensils, refrigerator, microwave, stove, dining table and chairs, iron and ironing board, telephone, and cable television. Laundry facilities must be located on the premises. All offers are subject to a facility inspection prior to contract award. Offerors are encouraged to clearly identify any additional services/amenities offered in addition to the minimum requirements listed above. The following clauses and provisions are incorporated and will remain in full force in any resultant award. The full text of clauses may be accessed electronically at http://farsite.hill.af.mil . FAR 52.212-1, Instructions to Offerors-Commercial Items; Award evaluatio n is based on best value. The Government will make a best value determination based upon the following specific areas of consideration: condition of facilities, amenities, proximity to Stratton Air National Guard Base, past performance and price. Condit ion of facilities, amenities, proximity and past performance are more important evaluation factors than price. Offers are due by not later than 12:00 p.m time on 28 February 2003. All prospective offerors must, if not already, register with CCR (Central Contractor Registry) at http://www.ccr.gov. As a minimum, offerors must show (1) the Solicitation Number; (2) The time specified in the solicitation for receipt of offers; (3) The name, address, and telephone number of the offeror; (4) Price and discount terms, amenities offered, room layouts; (5) Remittance address, if different than mailing address; (6) Completed copy of the representations and certifications at FAR 52.212-3 as prescribed in FAR 12.301 (b)(2). The offeror agrees to hold the prices in it s offer for the entire contract period, including high peak seasons and/or black-out periods. This solicitation is subject to the Service Contract Act and all wages shall be paid accordingly. Commercial Items, applies to this acquisition and a statement regarding which, if any, of the additional FAR clauses cited in the clause are applicable to the acquisition. The Government plans to award a single contract resulting from this solicitation . The Government reserves the right not to award to the lowest price. Offerors who are not registered in the CCR are ineligible for award. All responsible sources may submit a quotation, which shall be considered by the agency.
