Description
NA Solicitation Number DAMT01-03-R-0030 Headquarters, Military Traffic Management Command, (MTMC) intends to procure dedicated barge service for the transportation of Department of Defense owned jet fuel (JP5 and JP8) and marine diesel (F76), by tug and barge between ports and points on inland w aterways in Virginia, Maryland, Delaware, Pennsylvania, New Jersey, and Washington DC. Contractor's operations shall be on the Chesapeake Bay, the Delaware Bay, and their tributaries. Movements between the Delaware River and Chesapeake Bay shall be accomplished by traversing the C&D Canal; none of the movements traverse coastal waterways. The Contractor shall provide barge transportation using Contractor-supplied equipment as specified in the statement of work. Anticipated barge and tug equipment is as follows: One Tank Barge - with a total calibrated capacity of not less than 13,000 barrels and not more than 34,000 barrels having a maximum loaded draft of not more than 14 feet at full cargo capacity nor more than 7.5 feet at 13,000 barrels capacity and one tug b oat having a minimum shaft horsepower of 1500, single or twin screw, capable of maintaining an average speed of 7.5 KPH, sea buoy to sea buoy and suitable in design and power to properly transport and maneuver the offered barge in the traffic areas designa ted herein. Contractor supplied equipment and crews shall be available exclusively to the Government at all times, 24 hours per day, 7 days per week, for transporting cargo to and between the points stipulated or as may be directed by the Government, or to stand by at an origin, destination, or intermediate point as necessary and specified by the Government. The Contractor shall be able to transact business (e.g., report submission, etc.,) with the COR, located in Houston, TX, with normal business hours on Central time (CST or CDT, as appropriate), 07:00 to 16:00, Monday through Friday. The anticipated period of performance will be one base year, 4 June 2003 through 3 June 2004, with a maximum of four one-year options. The maximum contract term will thus be five years 4 June 2003 through 3 June 2008. The Government will exercise options based on need. This procurement is a 100% set-aside for small business. The North American Industry Classification Systems Code for this procurement is 483113. The solicitation will be issued on or about 13 March 2003.
