Description
NA Defense Contracting Command- Washington intends to award a single source contract (IAW FAR 6.302-1, Only One Responsible Source) to the California Institute of Technology, 1201, E. California Blvd., Pasadena California, CA 91125 for follow-on contract (D ASW01-02-C-0027) entitled PROGRAM EVALUATION OF THE SECURE ELECTRONIC REGISTRATION AND VOTING EXPERIMENT (SERVE). The Federal Voting Assistance Program (FVAP), Washington Headquarters Service (WHS), administers the federal law guaranteeing the right to vot e by absentee Uniformed Services personnel, the Merchant Marine, and citizens residing outside the U.S. (The Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA). FVAP works closely with state and local election officials to identify ways to improv e the absentee registration and voting process for these citizens. Based on post-election surveys and other data, the biggest barriers to the enfranchisement of these citizens are mail transit time and the mobility of the UOCAVA population. FVAP has been directed by Congress to conduct an electronic voting demonstration project with participation of sufficient numbers of absent uniformed services voters so that the results are statistically relevant. FVAP requires assistance in refining and executing the S ERVE evaluation methodology and defining the demonstration project in a manner that will yield statistically significant results. The period of performance of this contract will be from date of award until September 2005. No RFP will be available for com petitive proposals. This announcement is for informational purposes only.
