Description
The MILSATCOM Joint Program Office (MJPO) will be holding a Transformational Communication Military Satellite Communications (TC-MILSATCOM) Industry Days on the 5-7 of March 2003. The purpose of the industry day is to solicit industry inputs on the potential acquisition strategies for the TC-MILSATCOM Space and Terminal Systems and conduct a market survey of space and airborne optical communication. The anticipated agenda is as follows: 5 Mar 03-AM TC-MILSATCOM overview; PM Description of Laser communication (Lasercom) (space and airborne), Space (including payload and bus), and Networking acquisitions. 6-7 Mar 03-Concurrent Lasercom and Space and/or Networking one-on-one sessions. The Government contemplates that the 1 hour one-on-one sessions may be lengthened or shortened depending on the number of interested companies. Registration is required for attendance. The meeting will be held at The Aerospace Corporation, 2350 E. El Segundo Blvd, El Segundo CA 90245, in the Bldg A-8 basement auditorium. No meals will be served at the conference center; however, refreshments will be available for a nominal fee. Meetings will be held at the DoD Secret/No Foreign Level. PROGRAM OVERVIEW: The overall TC-MILSATCOM objective is to develop an integrated, global satellite communications network supporting the DoD/NASA. The overall system is envisioned to have secure internet-like services, allocable, secure, private networks for warfighting users, and bandwidth on demand. The system will include communications support for terrestrial and airborne EHF users, and for X-band and Ka-band wideband users within a network architecture that allows interoperability between users regardless of platform or terminal type while ensuring a smooth transition between legacy systems and the contemplated system. The systems will also include wideband space-to-space and space-to-airborne communications links and include a potential for connectivity to airborne networks utilizing a common standard for laser communications. The systems are required to be interoperable with Coalition, NATO, and International Partners, to include Wideband, Protected Tactical, and Protected Strategic services. The systems must meet current requirements and be capable of meeting increasing demand for more bandwidth while leveraging commercial ground and space assets to the maximum extent possible. Information regarding industry day location and registration is superseded by this announcement. Data submission requests and requirements remain the same as the original announcements. PROGRAMMATICS: An Ombudsman has been appointed to hear concerns from potential offerors. The purpose of the Ombudsman is to receive and communicate concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition. The Ombudsman will communicate certain offeror issues, disagreements, and recommendations on this acquisition into the proper channels. The Ombudsman's role is not to diminish the authority of the program director or the contracting officer but to advocate an offeror's concern on a non-attribution basis. The Ombudsman will maintain strict confidentiality as to the source of the concern when requested by the offeror.
