Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR part 12.6 and FAC 2001-12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Offutt AFB intends to issue an Indefinite Delivery Indefinite Quantity contract with up to 4 option years for Telecommunication/Paging Services and Pager Conversion at Offutt AFB, Nebraska. This synopsis/solicitation is issued as a 100 percent small business set-aside. The North American Industry Classification System (NAICS) for this acquisition is 517211 and the size standard is 1500 employees. Paging services, which are currently being provided via a military system, will be converted to a commercial provider dependent on a price comparison and the commercial provider?s ability to implement technical requirements. The government will consider the award of multiple contracts. A mandatory site visit is scheduled for Friday, 7 March 2003 at 1:00 pm. A list of personnel assigned to attend the site visit must be submitted to A1C Eric Zwoll via email at eric.zwoll@offutt.af.mil or facsimile to 402-232-6571 by 4:00 pm on Wednesday, 5 March 2003. Past performance, infrastructure specifications and coverage maps must be received by the 55th Contracting Squadron by 4:00 pm on Friday, 7 March 2003. Vendors may bring this documentation to the site visit or submit it via email to A1C Zwoll. Contract performance will begin upon award and the base period will end 30 September 2003. Required services include 1 - Paging service to include worldwide coverage, with numeric and alpha-numeric paging; 2 - Support for text paging through the internet with a maximum length no less than 80 characters; 3 - Pagers must have to ability to receive pages in specified buildings on Offutt AFB. This will be determined by test/demonstration of pagers by vendors during the mandatory site visit. Vendor attendees must bring and be able to test the pagers they propose to use in support of this requirement; 4 - Group Priority Paging ability with maximum completion time not to exceed 30 seconds, with security features which would allow only authorized personnel to employ; 5 - Convert existing military pagers to commercial paging compliancy; 6 - Supply temporary replacement pagers during the conversion of military pagers, with the option to lease/buy pagers to replace military units that are not adaptable; 7 - Vendor must have the ability to provide repair/maintenance support during paging system/power outages, 24 hours a day/7days a week Vendor must specify how long it will take their personnel to respond to outage notifications in their proposal and this amount of time will be used as an evaluation factor; 8 - Service must have the ability to complete pages during times of pager/cellular saturation. Vendor must have a distributed architecture to prevent total system failure due to a single failure, i.e. malfunction of one tower will not affect completion of pages, to include an alternate power source or sources in the case of electric power failure; 9 - Vendor must offer Cost Center billing; 10 - Vendor will maintain the ability to recover a record of all pages to any particular pager to include time/date stamp and the source of page for up to 60 days at the government?s request. Vendors will propose a firm fixed price based on service options and the individual cost to convert numeric and alphanumeric pagers. See attached SF 1449 which includes the complete Statement of Work and Request for Proposal documentation. Proposal must include copies of warranties for any equipment proposed, discount payment terms (if available) and completed Annual Representations and Certifications which are included in the SF 1449. Please include your Cage Code - from Central Contractor Registration - CCR @ www.ccr.gov if already registered. All vendors are reminded that, in accordance with DFARS 252.204-7004, Required Central Contractor Registration, that lack of active registration in the CCR database by 14 March 2003 will make a bidder ineligible for award. Proposals, excluding past performance references, infrastructure specifications and coverage maps, must be submitted in writing via email to eric.zwoll@offutt.af.mil, facsimile to 402-232-6571 or the US mail and must be physically received by the 55th Contracting Squadron no later than 4:00 pm on Friday, 14 March. Questions must be submitted in writing via facsimile or email. COLLECT CALLS WILL NOT BE ACCEPTED.
