Description
The U.S. Coast Guard is evaluating Rigid Inflatable Boats (RIBs) for use aboard the 87-foot Coastal Patrol Boat (CPB). The Coast Guard intends to conduct a competitive acquisition using the federal supply schedule (FSS) in the summer of 2003 to acquire up to xx RIBs for the 87-foot CPBs. The purpose of this notice is to advise all eligible firms with eligible RIBs of the Coast Guard's intent and to allow such firms time to build and deliver a qualifying test boat for the Coast Guard evaluate prior to the competitive schedule acquisition so that the Coast Guard is able to select the RIB that provides the best value to the Government. The 87-foot CPB uses a stern ramp for launch and recovery of the RIB. The RIB shall be able to be safely launched and recovered from the Patrol Boat and perform all missions in up to 8' seas. Typical missions for the RIB include transportation of crew members to perform boarding operations on various types of vessels including fishing boats, pleasure craft, and cruise vessels. The RIB will be evaluated on its ability to maneuver and interface alongside such vessels and its stability and safety. Durability of the RIB's sponson/collar system is highly important. There will also be an assessment of the level of difficulty or ease in performing routine maintenance tasks and the level of waterproofing/weatherproofing of electrical and electronic components. The RIB shall be free of any vibration that could damage the craft's structure, machinery, systems, or personnel or interfere with operations or maintenance of boat machinery and systems (no components shall rattle). Must meet ABYC standards and recommended practices. The full load condition of the RIB is defined as all fluids (fuel, oil, water) topped off, all outfit (listed below) and six personnel (two at 200 lbs. each and four at 225 lbs. each). The light load condition is defined as all fluids (fuel, oil, water) topped off, all outfit (listed below) and two personnel at 200 lbs. each. The boat needs to fit in the notch of the 87' CPB at a 12 degree angle. Beam OA: 7.5' max, LOA: 17.75' max. at top of collar, 18.5' max. at jet. Candidate RIBs must also meet all of the following requirements. Speed: Threshold 25 kts at full load; Objective 30 kts at full load, in up to 2' seas; Propulsion: Diesel Engine/Water Jet with reverse reduction gear (see below); Equipment: Hull Zinc Anodes;Aft Storage Locker; Non-Skid Deck Covering (adhesive pads); Garboard Drain accessible from inside boat; Access to perform maintenance on all equipment; Positive hold-open for any engine covers; Engine Compartment Fireport; Outfit (& storage for outfit): 2 folding paddles; 6' telescoping boat hook; Collar Repair Kit; Inflation Foot Pump (for air or air/foam sponsons); Helm Console Cover; Overall Boat Cover; Technical Manual; Radar Reflector; Anchor w/ 6' galvanized chain and 150' 3/8" DBN rode; Mooring Line - 30' c 1/2" DBN; 19" Ring Buoy; 2.5 lb. Fire Extinguisher; Hull/Deck: 5086 H116 Aluminum - Unpainted; Limber holes in all transverse frames and longitudinals; Collar: Air/Foam/Combination - must be rugged enough to withstand launch and recovery and boarding operations; polyurethane shell or other outer covering shall be orange; Lifelines running fore and aft at the top of the collar and on the inside of the collar; Each side of the collar shall be marked "U.S. COAST GUARD" in 4-inch black fabric block letters (paint is not acceptable); Propulsion: Diesel Engine; Water Jet Drive; Jet Drive Access Cover shall be removable while the RIB is waterborne; Keyless Ignition; Marine Reversing Reduction Gear; Engine Coolant Heater, FLOC fittings for engine and marine gear; Instrument Package including Tachometer, engine coolant temperature, volt meter, and visual and audible engine alarms; Fuel System: Fuel tank sized to allow 1 hour of full speed operation and 5 hours of economical speed operation; 2-inch Fuel Fill forward to allow filling of tank with RIB in notch at 12 degrees; Fuel Fill Cap shall be chained to prevent loss; Fuel Gauge; Fuel Vent; Racor Fuel/Water Separator; Raw Water System: Raw Water Strainer; Raw Water Intake flush w/ hull to prevent damage during launch and recovery in notch; Raw Water shut-off valve; Raw Water Flush System; Teflon Raw Water Pump Impeller (if a Raw Water Pump is fitted); Steering/Controls: Hydraulic Steering; Hydraulic Water Jet Bucket Control; Hydraulic Water Jet Bucket Control; Padded Steering Wheel; 2 lever throttle/jet reverse bucket control (throttle to port, bucket to starboard) - the bucket control shall smoothly control the position of the water jet bucket throughout its full range of travel; 2 lever throttle/jet reverse bucket control (throttle to port, bucket to starboard) - the bucket control shall smoothly control the position of the water jet bucket throughout its full range of travel; Separate Marine Gear Control; Manual Stop Cable Control; MOB Switch (must operate in all ignition switch positions) with spare lanyard; Mooring/Hoisting: Integral Hoisting Fittings shall have a minimum safety factor of five based on the RIB?s weight and the ultimate strength of the material; 4 point lift sling with SS masterlink; Transom tie-downs; Flush Bow Eye; Bow Post - double Norman pins - with welded eye forward. Bow Post must be tall enough and of sufficient strength to recover and hold the RIB in the notch at 12 degrees without chafing the collar; Transom Mounted Tow Post; Mooring cleats; Console/Seating: The color of the Console shall be Orange (gel coat for FRP construction and powder coated for aluminum construction); There shall be seating for two crew members and four boarding party members with sufficient hand-holds for each; Cushion fabric shall be black and waterproof; a lexan windshield shall be provided for the helmsman; Electrical: Cable shall be Marine Grade; 13 circuit electrical system with circuit breakers; Single Battery System with switch; Gel Cell or AGM battery; 110 VAC 30A shore power/charger system with shore-tie cable (ungrounded); Electric Bilge Pump. 1000 GPH (min) with float switch; Console dimmer switch; Horn; Handheld Searchlight with storage; Blue Law Light; Nav/Comm: Equipment shall be mounted to prevent the pooling of water on the gauge faces; Depth Sounder; Fluxgate Compass; GPS/Chartplotter; Antenna, Power, and an NMEA connection from the CGP/Chartplotter for a Government Furnished Ross DSC-500 Pro M VHF Radio; Nav Lights conforming to NavRules; If a mast is provided, it must be designed to be hinged so that it does not interfere with personnel or launch and recovery in the stowed position; Trailer: Trailers will be purchased for some RIBs but not all, depending on co-location of Patrol Boats. Any firm with the capability to deliver a RIB meeting all of the aforementioned requirements should express their interest in this upcoming acquisition to the Contracting Officer listed above.
