Description
Classification Code: D- Information Technology Services, including telecommunication services. The Centers for Medicare & Medicaid Services (CMS) intends, on a sole source basis, to convert an existing Blanket Purchase Agreement with IBM Global Services to an Indefinite-Delivery Indefinite-Quantity contract with Cost Plus, Time and Materials, and Fixed Price type task orders. IBM will continue to serve as the successor contractor. IBM possesses the requisite expertise and knowledge regarding the full integration of the Healthcare Integrated General Ledger Accounting System (HIGLAS) system and its functionality. The purpose of this contract is to provide continued information technology (IT) services and commercial off-the-shelf (COTS) software (and other non-developed and developed software items) necessary to reengineer CMS's accounting processes and to replace and modernize the non-standard, legacy Medicare financial management systems, including those of the Medicare contractors. The HIGLAS system will be one integrated accounting system which will support all Medicare contractors and CMS central office administration, establish standard financial processes and data classifications, promote consistent, standard processes for CMS and Medicare contractors, and produce automated, standardized financial statements and reports. As a result, HIGLAS is an extremely complex, highly specialized system requiring a highly sophisticated systems integration (SI) effort based on state-of-the art SI accounting and technical knowledge, and the ability to understand and work with the extensive and complex Federal and Medicare accounting rules, the Medicare business processes, and the operations and requirements of numerous Medicare contractors, which currently use non-standard and fragmented accounting methods. The timeframe for implementation and operation of the HIGLAS system is aggressive, given the critical need for the system. The two pilot contractor test sites are scheduled for implementation by September 2004. IBM possesses the requisite expertise and knowledge regarding the integration of the complete HIGLAS system and its functionality.
