Description
NOTICE OF INTENT TO SOLE SOURCE -- The National Institute for Occupational Safety and Health (NIOSH), Engineering & Control Technology Branch in Morgantown, WV has a need to enhance the capabilities of their current Qualisys motion capture system to include four (4) additional MCU 120Hz Pro Reflex Cameras. The current Qualisys system includes software and four (4) cameras. The IR cameras will allow NIOSH to record the biomechanics of the human body in a variety of situations that are currently not feasible. At least two (2) cameras must be present at all times on every marker placed on the body, preferably three (3) for assurance. When performing a twisting and lifting motion, it is not currently possible to track all the balls on a persons body. This situation is further compounded by objects within the test space, such as tables and boxes, that can block a cameras view. With the four (4) additional cameras, NIOSH will be able to place them so that the balls are tracked continuously. Since NIOSH conducted a competitive solicitation to acquire the current motion capture system, and the Qualisys system was selected, the additional cameras must be Qualisys as well in order to be compatible with the existing system's hardware and software. The only know source to obtain these cameras is Innovision Systems Inc., Columbiaville, MI., therefore, the Government intends to negotiate on a non-competitive basis. Innovision Systems is the Qualisys sales representative for North America. Organizations that believe they can provide totally compatible cameras may respond within 10 calendar days after publication of this notice. Sufficient information shall be provided for the Government to determine compatibility. Responses shall be submitted to: Brenda Goodwin (MS-1019), Reference: #2003-Q-00792, DHHS, PHS, CDC, NIOSH, ALOSH, 1095 Willowdale Road, Morgantown, WV 26505. This is a simplified acquisition with an estimated value of less than $100,000. Information received would generally be used for the purpose of determining whether to conduct a competitive procurement. If no responses are received within 10 days, award will be made to Innovision Systems, Inc. without further notices being issued. All responses received shall be considered by the Government.
