- SUBJECT: Notice to the Trade NTT-DSCP#007 20 February 2003 Valued Suppliers: The Defense Supply Center Philadelphia (DSCP), Subsistence Produce Business Unit is requesting your support for implementation of a long term National Bagged Salad and Value Added Items program for all DeCA commissaries nationwide. Under this program, DSCP is looking to establish an agreement/agreements with suppliers based on special prices for bagged salads and value added items for provisional support for DeCA commissaries located in the Eastern, Central and Western mission areas. Following evaluation of responses received under this notice and contingent upon acceptance by DeCA of DSCP's proposal of a nationwide program for bagged salad and value added item support, DSCP may contact you to establish an agreement with the DSCP Produce Business Unit for product support. Agreements established with suppliers will be effective for one year, commencing 01 October 2003 - 30 September 2004 with three (3) - one-year option periods. Options will be invoked based on continuation of the program and/or acceptable performance and adherence of the requirements of the agreement(s) by the suppliers. Offered prices received from suppliers for all periods of performance must be determined to be fair and reasonable by the Government. Delivery of provisions will be made by the supplier/suppliers, under which agreements are executed, to regional distribution stations as designated by the DSCP Produce Business Unit. In some instances, product may be picked up at the supplier's location and delivered directly (DVD) to the customer. Note: You are hereby advised that the Government reserves the right not to execute an agreement between parties under this program should adverse conditions warrant such a decision.
