- THIS IS NOT A SYNOPSIS FOR A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential sources prior to the issuance of a Request for Proposal for Direct Supply Natural Gas (DSNG). The Government is not obligated to and will not pay for any information received from potential sources as a result of this Sources Sought. DESC is looking for small and large natural gas producers that shall furnish all labor, material, tools, equipment, and incidentals to supply and deliver DSNG to Department of Defense and Federal Civilian agencies serviced behind local distribution companies, such as: National Fuel Gas Distributors, Central Hudson Gas and Electric, New England Gas Company, North Shore Gas Company and Lone Star Gas. DESC is also looking for DSNG deliveries FOB Texas Eastern Transmission, FOB Missouri Pipeline, FOB Mainline Transmission Receipt Points, FOB Carway Interconnect between Montana Power Company and NOVA Pipeline, FOB Reliant Energy Gas Transmission and FOB SUMAS Northwest Pipeline. Set-asides for small businesses and small disadvantaged businesses are under evaluation. Offerors having the skills and capabilities necessary to perform the stated requirement are invited to provide information to contribute to this market survey/sources sought including, commercial market information and company information via e-mail or facsimile (703-767-8757) no later than March 5, 2003. Response should include the following information: company name, address, point of contact, phone number and email address; business size and status such as disadvantaged 8(a) or HubZone; corporate affiliations; potential joint venture partners, teaming partners and/or major subcontractor or prime.
