- This synopsis is a modification to the Special Notice issued on 10 Feb 2003 under reference number N00140-03-RFI-DPLY. That announcement was a Request for Information. In addition to the information provided in the 10 February 2003 RFI, the following information is provided: The ?To Be? documentation published with the original RFI was done in 1998 with a few updates since. It envisioned a streamlined process using a mature ?single master database? in a ?concurrent collaborative environment?. The blue cloud in the diagram is an illustrative example of the ?collaborative environment?. Mapping the concept was as far as Department of Defense got although some of the concepts matured beyond where they were and are actually being used (mostly piecemeal) currently in the deployment process. Some of the elements/attributes of this old ?To Be? are still accurate, but USJFCOM is not bound to any of them. USJFCOM does not necessarily want to implement what is defined there, but actually are willing to start from a blank sheet and design a new process from scratch or at least see what that would look like. The documents were given with the RFI as a frame of reference, not necessarily a starting point. Also, USJFCOM is curious to take a more contractor/commercial industry view of these processes as opposed to the way the original ?To Be? was done. This is a fresh approach asking for fresh thinking. The documents are only meant to convey a sense of context for the process. The response date is hereby extended to 28 Feb 2003.
