Description
The Naval Air Systems Command intends to procure, on a competitive basis, the Personal Locator Beacon Voice Transceiver (PLBVT), Swimmer's Control Unit (SCU) and the Emergency Locator Transmitter (ELT). The competitive procurement will include requirements for FY04 through FY08; approximately 6,630 PLBVT; 3,080 ELT and 455 SCU. The PLBVT and ELT provide triple frequency alert with near instant global notification, transmitting digital messages to the Search and Rescue Satellite System using internationally recognized COSPAS/SARSAT (Cosmicheskaya Sistyema Poiska Avariynich Sudov (the Soviet Search and Rescue Satellite System)-Search and Rescue Satellite-Aided Tracking) distress protocols. First Article Testing requirements will be mandatory for hardware not previously qualified by the Navy. All interested parties shall submit a written response to the NAVAIR POC: Jessica Blackwell via e-mail at blackwellja@navair.navy.mil. The response shall include email address, name of point of contact, telephone and fax numbers as well as a mailing address. Please indicate business size (Small or Large) and whether your interest is as a prime contractor or subcontractor. Responses without an email address, mailing address and telephone number will not be recognized. TELEPHONE RESPONSES WILL NOT BE ACCEPTED OR RETURNED. Responses should reference solicitation number N00019-03-R-2006. It is anticipated that a draft Request for Proposal (RFP) will be released on or about March 2003. Comments will be accepted for up to 30 days after release of the draft RFP and shall be submitted electronically to the NAVAIR POC at the email address above. A final RFP will be released on or about June 2003 and will close approximately 30 days after issuance. The draft and final RFP will only be made available via the NAVAIR homepage at: http://contracts.navair.navy.mil/solicitations.cfm. Hard copies will not be provided. Offerors who respond to this synopsis will be notified via email when the RFP is released. All amendments will be posted at the same Internet website. After solicitation release, vendors should regularly access the website to ensure that they have all amendments. Award is anticipated to be made on or about October 2003. All responsible sources may submit a proposal, which shall be considered by the agency. See numbered note 9. IMPORTANT INFORMATION FOR PROSPECTIVE OFFERORS: Registration in the DOD Central Contractor Registration (CCR) database will be a prerequisite for receiving an award. For more information on the CCR, contact the CCR Assistance Center at 1-888-227-2423 or http://ccr.edi.disa.mil. Offerors are advised that the employees of commercial firms under contract to the Government may serve as technical advisors in performing technical evaluations of proposals. Such commercial firms are expressly prohibited from competing on the subject effort and from proposal rating, ranking, or recommending the selection of a source. Outside advisors are required to furnish non-disclosure agreements and procurement integrity certifications. By submission of its offer, the offeror gives the Government permission to release the offeror's proprietary information to employees of Raytheon Technical Services Company, Indianapolis, IN. In accordance with FAR 9.505-4(b) offerors are required to provide copies of non-disclosure statements to the Contracting Officer.
