Description
17. This is a combined synopsis/notice of intent to procure commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested. The solicitation number for this acquisition is NOI3036 and is being issued as a notice of intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-11. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business concern. The North American Industry Classification Systems (NAICS) code for this acquisition is 541990 and the small business size is $5. The National Institute of Allergy and Infectious Diseases intends to procure statistical services for data analysis from Statistics Collaborative Inc. (SCI). This service is needed to develop a data analysis plan for toxicology experiments in conjunction with development of programs and protocols for malaria transmission blocking vaccines and site preparation data and development of plans for analysis of future vaccine trials in Mali. This service will be used to provide statistical analysis on topics related to Malaria vaccine development for on-going Malaria studies in Africa. SCI is the only known source with specialized expertise in the Malaria vaccines trials for the purpose of computing co-efficient of variation number of immune parameters. The contractor is to provide all the necessary services, qualified personnel, materials, equipment, and facilities. The contractor is to analyze previous data, assist in the design of future vaccine trials, prepare analysis for incoming work, and aid in publication of previous work with respect to the epidemiologic studies sponsored by NIAID in Mali. The goal of the analysis includes the following six tasks: I. Project Management, II. Analysis of Previous Data, III. Design of Future Vaccine Trials, IV. Analysis of Future Work, V. Preparation of Publications, and VI. Analysis of Safety and Immunogenicity from the Pvs-25H Trial. The period of performance March 1, 2003 to September 30, 2004. The following FAR provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212-3 Offerors Representations and Certifications Commercial Items; FAR 52.212-4, Contractor Terms and Conditions Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items applies to this acquisition. A completed copy of provisions FAR 52.212-3 Offerors Representations and Certifications Commercial Items must be included.
