Description
1. All inquiries relative to the contents of this Pre-Solicitation Notice are to be addressed to: Mitch Laney, DCS, 128 South Tryon St, Mail Code FC 12A, Charlotte NC 28202 ? Telephone (704)373-5425 ? e-mail address mllaney@duke-energy.com All parties interested in receiving a formal solicitation package must be an approved and pre-qualified sub-contractor. The DCS Vendor Pre-qualification Profile can be obtained through the Point of Contact (POC) identified in Note 1 above or via the Web at www.dcsmox.com. The following information is applicable to all potential subcontractors: (a) Project Title: Mixed Oxide Fuel Fabrication Facility. (b) All subcontractors are required to become signatory to a Project labor Agreement (PLA). The PLA is only subject to work performed on site at the MFFF Project. A copy of the PLA will be available for review through the POC identified in note 1 at a later date. (c) The MFFF Project Site is a Drug Free Workplace and all successful subcontractors will be subject to a pre-site access alcohol and drug screening. (d) All successful subcontractors will possess an Interstate Experience Modification Rate (EMR) of 1.0 or less for the previous full three (3) year period or provide an explanation of mitigating circumtances. (e) The successful subcontractor will be required to furnish performance and payment bonds. (f) The successful subcontractor will be required to comply with the Office of Federal Contract Compliance Programs goals for employment of protected classes of individuals. (g) The successful subcontractor will be required to meet or exceed Small Business Subcontracting Goals established under the prime contract with the Department of Energy. 4. The magnitude for the Mixed Oxide Fuel Fabrication Facility Concrete Supply scope of work is in excess of $10M and has an estimated completion of 1600 calendar days after issuance of notice to proceed. However, the solicitation will contain language, whereby additional work may be added for future DOE projects within the scope of this requirement at the Savannah River Site. Please note additional work will not be added until such time as the near completion of the supply of concrete for the MOX Project 5. A formal solicitation is scheduled to be issued in the near future. 6. Following is a synopsis of the Summary of Work: The work to be performed under this subcontract shall consist of furnishing all labor, materials and equipment to supply concrete to Duke, Cogema, Stone & Webster (DCS) to construct the Mixed Oxide Fuel Fabrication Facility (MFFF) located near F Area on the DOE Savannah River site. This construction site is near Aiken, South Carolina. The concrete supply subcontractor may establish, an on-site batch plant or use an established off-site batch plant to provide concrete. DCS will designate the concrete on-site batch plant location and utilities available for use. This work includes compliance with all local, state, federal and site requirements and regulations. The Concrete Supply Subcontract will be established as a Indefinite Delivery ? Indefinite Quantity (IDIQ) subcontract for concrete supply to subcontractors on the MFFF site for installation. Subcontractors will use the IDIQ subcontract to establish a fixed Price unit price per cubic yard for supplying Quality Level 1 (Nuclear Related), 3 and 4 concrete to the site. (See DCS website for an explanation of Quality Levels). Utility service will be provided by DCS to an interface point established by DCS for the on-site concrete batch plant. The bulk of all the concrete supplied to the MFFF site will consist of quality related concrete (strength at fc? 4000psi), some commercial quality concrete (strength at fc? 3000psi). Additional MFFF site requirements will be provided for limited aggregate size, workability, etc., on an as needed basis. Additionally, the Concrete Supplier will be responsible for Subcontracting with an Independent Testing Agency who will be responsible for concrete sampling and material testing both at the batch plant and at the Construction Site. Concrete supply capacity to be approximately 350cy/hr with 150cy/hr backup capacity. The total concrete quantity for the project is approximately 150,000 cubic yards. The concrete batch plant should be available for concrete production beginning in or about January 2004 with concrete production required through December 2007.
