Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Instrument Systems (IS), of Ottawa, Ontario, Canada, for acquisition of one (1) Spectroradiometer, to be equipped with a back-illuminated CCD to achieve highest sensitivity available, and used by the NIST Spectro-Goniometer Facility to measure optical spectra of various light sources.***** A 12-month warranty (return to vendor) on parts and labor shall be included.*****Sole source determination is based on the Government's need for a spectroradiometer system that is 100% compatible and part-interchangeable with the first Instrument Systems spectroradiometer in existence at NIST, for which many subprograms (LabVIEW) to control the system have been developed. These programs will be used for the new system as well, both aiding efficiency and reducing costs. Seamless interchangeability of system parts to reduce down time is also required and Instrument Systems is uniquely qualified to provide the Government with a spectroradiometer system that is 100% compatible with the existing IS system.*****Delivery shall be FOB Destination, Gaithersburg, MD, and is required within ten (10) weeks or less after receipt of purchase order (ARO).*****The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 Employees.*****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by February 28, 2003, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.*****
