- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. TIRSE-03-Q-00022 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated clauses are those in effect through Federal acquisition Circular 01-12. The Standard Industrial Code (SIC) is 3069; the applicable size standard is 500 employees. This procurement is set-aside for small businesses. The Internal Revenue Service has a need for tweed (brown) color, Flex-Turf extra heavy duty commercial entry mats. The mats shall be made of rubber and carpet (metal frame work is not acceptable) The mats shall be at least 3/8 inch thick but not more than 1/2 inch thick. The contractor shall remove and dispose of the existing pedimat at all entrances at the IRS building at 5333 Getwell Road, Memphis, TN. There is a total of eight (8) entrances to the building. Seven (7) of the entrances will require six hundred (600) square feet of new entrance mat and the remaining entrance will require four hundred (400) square feet. The contractor shall supply all labor and materials to install the mats at all entrances. The mats must fit into a recess area in the floor. A site visit is required. Samples of the proposed mat is required and may not be returned to contractor. The IRS Site Contact Person is Bob Sinning at 901-546-2156. Line item 0001, Tweed brown color, FLEX-TURF extra heavy duty commercial entry mats, quantity 4,600 square feet. An award will be made to the responsible offeror conforming to the solicitation and whose offer represents the best value and is most advantageous to the Government. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Any quotes received without the representations and certificates will be considered non-responsive. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items also applies to this acquisition, and the following clauses are applicable: FAR 52.219-8, Utilization of Small Business Concerns; FAR 52.222-21, Prohibition of Segregated Facilities; FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Workers with Disabilities; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; 52.232-33, Payment by Electronic Funds Transfer-Central Contractor registration; FAR 52.232-35, Designation of Office for Government receipt of Electronic Funds Transfer Information; IR1052-01-001, Electronic Funds Transfer (EFT) Payments and IR1052-01-002, Paid System. This solicitation incorporates one or more solicitation clauses/provisions by reference, with the same force and effect as if they were given in full text. All FAR clauses/provisions can be read in full text at the website, www.arnet.gov and information regarding all other clauses will be provided upon request. Quotations are due by 4:00 PM, March 5, 2003.
