- This is a conformed modification 01 to the subject COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, using Simplified Acquisition Procedures for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This is a competitive action set aside 100% for small business. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. Solicitation number N61339-03-R-0019 is amended by N61339-03-R-0019-01 as a request for proposal (RFP). All references to offers are understood to be proposals. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-10 and DFARS Change Notice 20021122. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.arnet.gov/far and www.dtic.mil/dfars. FAR 52.219-6, ?Notice of Total Small Business Set-Aside? is hereby incorporated by reference. The NAICS code 541511 with a small business size standard of $18 million replaces 333319 and the small business size standard of 500. The requirements of this PC-based Tactical Decision Simulation (TDS) are as follows: Create a PC-based logistics Tactical Decision Simulation (TDS) to train USMC Officers and Staff Non-Commissioned Officers in the logistics of the battlefield in accordance with (IAW) the following attachments: (1) Solicitation N61339-03-R-0019-01 replaces N61339-03-R-0019. (2) SOW 030021, dated 6 January 2003, replaces SOW 030021, dated 27 December 2002. (3) Performance Specification, PRF 030022, dated 6 January 2003 revision 2, replaces PRF 030022, dated 27 December 2002. (4) DD Form 1423-1 Contract Data Requirements List(CDRL), A001 through A00A, dated 6 January 2003, replaces DD Form 1423-1 CDRL A001 through A009, dated 27 December 2002. (5) Competitive Proposal Requirements (No Change). (6) Selection Criteria, and Special License Rights and Permission (No Change). The required response date/time has changed from 13 January 2003 by 1300 hours to 27 January 2003 by 1300 hours. The anticipated award date is on or about 3 February 2003.
